In the past five years, Qiongzhong's GDP has increased from 5.88 billion yuan to 8.98 billion yuan, with an average annual growth rate of 4.7%. The forest coverage rate has increased to 86.17%. The number of new business entities has increased by 30.17% compared with the 13th Five-Year Plan period. The growth rate of per capita disposable income of urban and rural residents has ranked among the top in the province for three consecutive years, accumulating a "perfect" family background for the 15th Five-Year Plan. How will the new blueprint of the 15th Five-Year Plan be implemented? Zheng Dafeng used "six new highlands" to outline a high-quality development path for mountainous counties.
Build a new highland for the free trade port to benefit enterprises and business, and use the park as a carrier to activate the momentum of opening up. Comprehensively implement the free trade port policy, develop "two ends outside" trade, focus on extending and strengthening the nine processing industry chains, and strive to achieve park revenue exceeding 1.1 billion yuan in 2030; deepen "simplified approval" and "get one thing done efficiently", focus on precision investment in ecological agriculture, and strive to attract more than 30 key projects with an investment amount of no less than 3 billion yuan.
Build a new highland for ecological industry and turn good mountains and rivers into industrial highlands. Implement the brand strategy to strengthen agriculture, build the "Fragrant Qiongzhong" brand, systematically integrate green oranges, mountain orchid rice, coffee, agarwood, tea and other specialty products; scientifically manage and protect 1.18 million acres of "six trees" (coconut, rubber, areca nut, rose pear, agarwood, camellia oleifera), cultivate more than 19 unique and high-quality new varieties, and strive to achieve a total output value of agriculture, forestry, animal husbandry and fishery to exceed 8 billion yuan in 2030. Improve the "mountain-sea interaction" and "blue-green integration" linkage development mechanism between Qiongzhong and Qionghai, and jointly build a rainforest economic coastal tourism development belt.
Build a new highland for scientific and technological innovation and inject new productive forces into development. Promote the reform of key areas such as the integration of state-owned assets and state-owned enterprises and cultivated land, strive to promote leading enterprises and scientific research institutes to jointly build 3-4 industrial innovation research institutes, 12 small science and technology institutes, and 2 scientific and technological achievements transformation and trading platforms, explore the construction of the rainforest seed industry Silicon Valley, and experiment with the development of low-altitude economy.
Build a new green and livable highland and promote the transformation of the "two mountains" to be more profound and practical. Build a zoning management and control system to ensure that the quality of the ecological environment remains the best in the country; vigorously develop the underforest economy, strive to reach an area of more than 540,000 acres and an annual output value of more than 1.3 billion yuan by 2030, be the first to build a zero-carbon pilot demonstration zone before 2030, and innovate green financial products to broaden the channels for realizing the value of ecological products.
Build a new highland for urban and rural integration, so that development results can benefit both urban and rural areas. Implement the construction of "cool cities" and a new round of urban renewal actions, promote projects such as Qiongzhong Bayling General Airport, coordinate the advancement of the "six nets" infrastructure system, and expand farmers' income-increasing channels based on the "five major revitalizations".
Build a happy and beautiful new highland and write people's livelihood bills into a happy list. Invest more than 80% of financial resources in the field of people's livelihood, and control the urban surveyed unemployment rate below 5.5%; promote 100% of weak schools to be incorporated into group-run schools, promote the innovative development of Li medical and Miao medicine, and promote the steady increase of average life expectancy to 81.4 years; hold the main venue event of Hainan's "March 3" Qiongzhong in 2027 with high standards, and build a higher level of safe Qiongzhong and rule of law Qiongzhong.
