With this vast plan called CASI - for "climate, adaptation, drought, fires" - Annie Genevard hopes to "give hope to farmers" and above all "quickly compensate losses to avoid bankruptcies". A compensation fund of 520 million
This will be the main weapon of this plan. To “relieve cash flow”, the State has set aside 520 million euros for national solidarity compensation (ISN). This already existing aid compensates farmers who have suffered a harvest loss. Objective: “to bring in new money quickly to relieve cash flow,” recalled the Minister of Agriculture. Already provisioned with 600 million euros for the year 2026, this fund had not yet been completely siphoned off. According to the minister, there were 130 million left in the piggy bank. The government has chosen to significantly bail it out. “This billion euros is not recycling, it’s new money,” insisted Annie Genevard.
All affected farmers will be able to receive this ISN. “The objective is to deal with the emergency, to avoid bankruptcies and to ensure the next season. » In certain sectors, such as small fruits, losses are 100%.
Reduced property taxes
Another important measure announced by the minister: the reduction of the property tax on undeveloped properties (TFPNB). To put it simply, the most affected farms will be able to benefit from tax exemptions “to relieve cash flow”, as the minister insisted. An effort estimated at 330 million euros according to Annie Genevard. According to the minister, 30,000 to 35,000 farms are vulnerable or on the verge of being so. France has just under 400,000 agricultural operations.
An agricultural rearmament fund of 235 million
This plan should also make it possible to prepare for next year. In the most affected farms, farmers will not have the cash flow to cover the costs of purchasing seedlings, market garden plants or the purchase of fodder to feed their animals. To “relaunch agricultural production and ensure our food sovereignty”, the minister announced an “agricultural rearmament fund” with 235 million euros.
Farmers will be able to request this aid to purchase equipment, animals or feed for their animals. It will be up to the department prefects to assess the needs of each farm. This plan should include help for professionals who are victims of fires.
Faster and more substantial CAP aid
The minister also announced that the payment of aid from the Common Agricultural Policy (CAP) led by the European Union would be faster and undoubtedly more substantial. Annie Genevard also announced a reduction in controls on farms to favor “on file” monitoring. »
Aid maintained for diesel and fertilizers
The financial assistance granted to farmers for the purchase of non-road diesel will be maintained. Faced with soaring fuel prices, the State had granted a reimbursement of 15 cents per liter on agricultural GNR until the end of August 2026. The window will be maintained. The same announcement was made for fertilizer purchases, the price of which jumped due, in particular, to the blockage of the Strait of Hormuz.
