(Beijing = Yonhap News) Correspondent Kim Hyun-jung = Chinese President Xi Jinping proposed artificial intelligence (AI) and digital cooperation with BRICS countries, a group of non-Western emerging economies, and emphasized that China will play a role in building a related ecosystem.
According to China's state-run Xinhua News Agency on the 13th, President Xi said in a speech at the second phase of the 18th BRICS Summit held in New Delhi, India, "For Greater BRICS to play a big role and achieve great progress, we must strengthen the foundation for practical cooperation."
President Xi emphasized the need to foster a large market where industrial and supply chains are integrated, saying, "By leveraging its strengths in connecting the Global South (commonly referring to emerging and developing countries mainly located in the Southern Hemisphere) based on emerging markets, BRICS must maintain openness, cooperation, mutual benefit, and coexistence."
He then said, "We need to build an innovation incubator, upgrade traditional industries, develop emerging industries, and deploy future industries," and proposed a cooperation plan in five areas, including China's AI, trade investment, digital industry, smart manufacturing, and science and technology talent development.
First, China proposed to establish a dedicated AI open source zone for BRICS countries and support cooperation in large-scale language model (LLM) development and application, while creating an open AI ecosystem through AI-related training and education.
In the field of trade and investment, it was explained that the BRICS Service Trade Forum will be held next year by establishing a special economic zone partnership between BRICS countries and creating a smart portal for policy linkage.
President Xi also announced that he would create a BRICS digital industry cloud platform to promote related technology education, exchanges, and industrial linkages, and also support member countries' construction of smart factories and transformation and advancement of the manufacturing industry.
A plan was also put forward to establish an engineer training alliance between BRICS countries to foster high-level science and technology talent through joint education and youth exchanges.
At the same time, President Xi emphasized the unity and multilateralism of the Global South and raised his voice to keep the United States in check.
President Xi emphasized, “Amid rapid changes that have not occurred in a hundred years, the Global South is collectively emerging and becoming a key driving force in promoting global multipolarization,” and added, “Whether a country is big or small, strong or weak, rich or poor, all are equal members of the international community.”
“A world without rules is like a crossroads without traffic lights, and chaos and disorder cannot be avoided,” he said, adding, “International rules must be jointly used by each country, and the logic that ‘force is justice’ does not work and should have been abandoned long ago.”
President Xi also emphasized that Global South countries should jointly adhere to the basic principles of international relations, such as sovereign equality, non-interference in internal affairs, and peaceful resolution of disputes, and that 'double standards' should not be applied.
In addition, he called for maintaining the principle of most-favored-nation treatment, reforming the international financial structure, and expanding the representation and voice of developing countries, saying that the authority and role of the United Nations must be protected and the World Trade Organization (WTO) reform is carried out in the right direction.
Reuters reported, citing local Indian media, that President Xi left New Delhi on this day after completing the two-day BRICS summit.
