Kuomintang candidate for mayor of Zhubei Wu Xuzhi put forward three major proposals for the "Zhubei Parenting Plan"

Faced with the dual challenges of low birthrate and rising pregnancy rates at older ages, the Hsinchu County Government announced that it will launch the "Hsinchu County Pregnancy Plan" starting from November 1, and pregnant women can receive subsidies of up to 20,000 yuan. Kuomintang Zhubei mayoral candidate and county councilor Wu Xuzhi said today that he was deeply encouraged by the smooth implementation of the policy stemming from the general parliamentary inquiry in May this year. He emphasized that financial subsidies are only the starting point. When a child is born, families will immediately face considerations such as access and space, so he further proposed the "Zhubei Parenting Plan."

Wu Xuzhi said that he proposed the "Maternity Project Support Plan" in the general inquiry in May this year, pointing out that the proportion of pregnant women over 35 years old has risen to 32% in 2025, that is, 1 in every 3 pregnant women will face the risk of advanced age. In response to the medical, nutritional and psychological pressures faced by pregnant mothers, a project support plan totaling approximately 19,000 yuan was proposed, including NIPT non-invasive fetal chromosome testing (subsidy of 3,000 yuan), nutritional supplements (subsidy of 8,000 yuan), and psychological counseling during pregnancy (4 sessions totaling 8,000 yuan).

Wu Xuzhi pointed out that he further put forward three major propositions for the "Zhubei Parenting Plan". The first is to create a "stroller-friendly city" and remove obstacles to traffic: In response to the September county road safety report stating that there are still 457 cases of sidewalk obstacles in Zhubei that need to be dealt with, in the future, a comprehensive inventory of urban sidewalks, arcades and the surrounding environment of public facilities will be given, and priority will be given to improving height differences and uneven roads, so that parents and pregnant women pushing strollers can go out with peace of mind.

Secondly, to expand the community support network and connect postpartum care: integrating the activity center and assembly center under the municipal office, and combining professional teams to organize new parent workshops, parenting health education and postpartum mental health resources, so as to extend pregnancy care all the way to postpartum. The last step is to upgrade public space facilities to implement mother-child friendliness: take stock of the demand for priority parking spaces for pregnant women and mothers and children in public parking lots, and simultaneously improve the quality of breastfeeding rooms and parent-child facilities in public venues to integrate friendly childcare into citizens' daily lives.

Wu Xuzhi said that he looks forward to working with Hsinchu County Mayor candidate Xu Xinying in the future. The county government will integrate welfare and medical resources, while the Zhubei City Office will go deep into the community to implement environmental improvements, so that county-level resources can reach every family through local services.
