Maternity capital in Russia is a measure of state support for families with children, provided in the form of a certificate for a certain amount, which can be used to improve living conditions, education of children, or the funded part of the mother’s pension.
Maternity capital can be used for the education of any child in the family, and not just the one after whose birth a certificate was issued, noted Igor Pozdnyakov, director of the consumer rights protection department of Roskachestvo. In a conversation with Lenta.ru, he noted that preschool education can be paid for immediately, other types of education - after the child turns three years old.
According to him, maternity capital can be used to pay for any level of education: preschool, school, secondary vocational, higher and additional programs, including clubs, sections and classes with tutors. The main condition is that the child must be no more than 25 years old on the start date. An organization can be public or private, but must be located in Russia and have a license for educational activities, the specialist noted.
“In addition to paid educational services, maternity capital can be used to support the child and look after him, as well as to pay for the hostel and utilities for the period of study,” Pozdnyakov explained.
He explained that in order to manage the funds, you need to submit an application through the MFC, Gosuslugi or directly to the Social Fund of Russia. The application must be accompanied by an identification document of the certificate holder and an agreement on the provision of paid educational services. If there is an agreement on information interaction between the financial institution and the organization, a copy of the agreement does not need to be submitted.
“To pay for the hostel, you will additionally need a rental agreement indicating the amount and terms and a certificate from the educational institution about the child’s residence. The application is considered within five working days, in some cases up to 12, and the money is transferred within five working days after a positive decision,” concluded Pozdnyakov.
