The Ministry pressed the button! New reforms are coming to the social security system

The Ministry of Labor and Social Security will implement various regulations to increase the scope of the social security system, create a more fair and effective structure, and strengthen its long-term financial sustainability.

FINANCIAL SUSTAINABILITY WILL BE STRENGTHENED

According to the information compiled from the 2027 Presidential Annual Program, the financial sustainability of the social security system will be strengthened by implementing regulations that encourage employees to remain employed and prioritize equity and actuarial balance.

In this regard, joint studies will be carried out between the Ministry of Labor and Social Security, the Ministry of Treasury and Finance, the Strategy and Budget Directorate and the Social Security Institution (SGK) within the scope of determining reform areas.

The monthly pension system will be rearranged in a way that will encourage people to remain employed and will not impose a financial burden. Work will be carried out on monthly bonding systems that will encourage employees to remain employed for longer periods of time.

MICRO INSURANCE PROGRAMS WILL BE DEVELOPED

The compatibility of social security practices with flexible working models, especially part-time work, will be increased. Studies will be carried out to increase the compliance of flexible working models such as short-time working, working from home and hybrid working with the social security system.

Special social insurance programs will be created for groups such as low-income tradesmen, artisans, farmers and seasonal workers. Work will be carried out to develop micro insurance programs for groups that are not currently covered.

Care insurance and vocational rehabilitation practices will be implemented to reduce the effects of population aging on the social security system. In this context, care insurance will be established to finance elderly care services.

EMPLOYMENT INCENTIVES WILL BE REVIEWED

Employers will be able to access all work and transactions carried out by SSI on a single platform. Work will be completed to expand the scope of the easy employer application.

In order to make the social security system simple and effective, employment incentives will be reviewed and the quality of service delivery will be increased.

Risk-focused and screening auditing and guidance activities will be carried out for sectors and workplaces, and a warning will be sent via text message to insured people whose premium earnings have decreased by more than 20 percent compared to the previous month.

Medicine and treatment expenditures will be made more effective, taking into account predictability and sustainability in health services.
