AI-generated summary
PACT is part of the CITinova II Project, coordinated by the Ministry of Science, Technology and Innovation (MCTI), in partnership with the Ministry of Cities (MCid) and the Ministry of Environment and Climate Change (MMA). The workshop takes place in Belém, the city that will host the 30th UN Conference on Climate Change (COP 30).
Belém hosts, this Thursday (5), a workshop to define goals and actions of the Climate and Technological Action Plan (PACT) for the Metropolitan Region. The meeting will be from 8:30 am to 6 pm, at the Semas Bosque Training Center.
Registration can be made using the online form here.
The proposal is to bring together representatives from the public and private sectors, civil society organizations and universities to develop the central parts of the document.
The plan must guide public climate policies and integrated urban planning in the region's municipalities. Among the threats identified in the diagnosis are flooding, heat waves, drought, fires and diseases such as dengue, zika and chikungunya.
🗓️ What will be discussed in the workshop?
The program will be divided into two moments:
In the morning: definition of objectives, goals, general criteria and indicators to identify priority actions. The discussion will have as a reference the climate future vision created for the region in a previous meeting, held in August.
In the afternoon: detailing the actions and preparing recommendations for the implementation and governance of the plan — that is, the organization of its management.
Once completed, the document will undergo public consultation, when it may receive proposals for changes and revisions.
What climate threats have been identified?
The PACT diagnosis identified four main threats in the Belém Metropolitan Region:
Flooding:
The risk is especially concentrated in lowland areas and densely occupied outskirts of the Belém–Ananindeua–Marituba axis. In these locations, the diagnosis identified a combination of low altitude, soil impermeability, insufficient drainage and social vulnerability.
Hot flashes:
The risk is greater in the continuous urban area of Belém and Ananindeua, where high temperatures, little vegetation, soil sealing, population concentration and vulnerability combine.
Drought and fires:
Castanhal stands out due to its historical recurrence of fire, dry vegetation and an increase in dry periods.
Arboviruses:
The diagnosis also points to dengue, zika and chikungunya, associated with the combination of climate favorable to the vector, high population density and poor basic sanitation.
What is the plan for?
PACT seeks to integrate existing policies and initiatives into a regional climate strategy, strengthening coordination between municipalities and states.
Among the expected benefits are:
Guide planning based on scientific evidence, data, traditional knowledge and territorial resources;
Develop joint solutions to reduce the impacts of climate change and adapt municipalities to them;
Expand the territory’s capacity to face the effects of climate change;
Create possibilities for climate financing through technological and innovative initiatives;
Reduce inequalities between municipalities by strengthening their technical, institutional and climate planning capabilities.
The Metropolitan Region brings together eight municipalities: Ananindeua, Barcarena, Belém, Benevides, Castanhal, Marituba, Santa Bárbara do Pará and Santa Izabel do Pará.
PACT is part of the CITinova II Project, coordinated by the Ministry of Science, Technology and Innovation (MCTI), in partnership with the Ministry of Cities (MCid) and the Ministry of Environment and Climate Change (MMA).

El Niño should cause more frequent periods of heat interspersed with rain showers and storms in the Paraíba Valley, according to researcher Giovanni Dolif from Cemaden. The phenomenon has already surpassed the 'very strong' category with 2.5 degrees above average and could become the most intense since the beginning of the historical series in 1950, surpassing the 1997 episode in November. The concern increases for the summer, as September and October had above-average rain, fuller rivers and waterlogged soil, increasing the risk of landslides, overflows and flooding.
