The demand for parking, business and accommodation around the designated high-speed rail area in Zhongli District, Taoyuan City has increased. The city government has adopted a public construction (BOT) model to promote private participation in public construction to promote the "three-stop and four-stop multi-purpose parking lot in the designated high-speed rail area in Zhongli District" today (4th) During the groundbreaking ceremony, Taoda Construction invested more than 6 billion yuan to transform the original parking lot into an "underground parking and above-ground mixed use". It is expected to be completed and opened in the fourth quarter of 2030, providing more parking, accommodation and business service functions in the Qingpu area.
Taoyuan Mayor Zhang Shanzheng attended the groundbreaking ceremony today and said that the Parking 3 and Parking 4 bases are located in the core area around the Taoyuan High Speed Rail Station and the Airport MRT. It took about 4 years from planning to the start of construction, and only officially entered the construction stage after multiple coordination and integration. The BOT case is not only about reducing the burden of construction funds on the public sector, but more importantly, it is about introducing private funds, professional technology and development capacity, and using corporate creativity and efficiency to improve the efficiency of public land use.
According to the plan, both bases will be excavated to 5 underground floors, with a total planned 1,084 car parking spaces and 514 motorcycle parking spaces. The total floor area is approximately 101,014 square meters. A smart parking management system will be introduced, including license plate recognition, parking space detection and multiple payment functions. The proportion of car charging parking spaces will reach 5%, which is higher than the 2% requirement of current regulations, taking into account parking needs and low-carbon transportation development.
Zhang Shanzheng pointed out that Qingpu has continued to develop in recent years, with corporate headquarters and commercial facilities gradually moving in, and the demand for parking, accommodation, catering and offices around the high-speed rail station has also increased. After the completion of Parking 3 and Parking 4, in addition to adding more than 1,000 car parking spaces, it can also supplement the regional living and business service functions and promote surrounding development.
Transportation Director Zhang Xinfu said that the third stop base plans to introduce hotels and catering services to supplement the tourism and business accommodation needs in specific high-speed rail areas; the fourth stop base plans commercial and financial facilities to strengthen industrial and business services. The city government will continue to introduce private funds through BOT and the establishment of surface rights to revitalize public land.
