The amendments were adopted by the Finance Committee of the National Assembly and concern the taxation of crypto-assets, in particular conversions into stablecoins, the exit tax and the declaration of self-hosted wallets. They are part of the budgetary debate and follow the DAC8 directive which already requires platforms to collect user data since January 2026.
Five crypto amendments and not just one for everyone. Tax on conversions into stablecoins, expanded exit tax, declaration of wallets: deputies will revote these measures in session from Tuesday October 13.
Each targets a specific investor profile. On Saturday we detailed the five measures adopted in committee. So here is who would pay what if the hemicycle confirms them.
Stablecoin conversions taxed at 31.4% from 2027
First profile targeted. You sell crypto against stablecoins to protect a profit. Today, this exchange does not trigger any tax because the tax authorities are waiting for the return in euros. Amendment I-CF1826 by Nicolas Sansu (GDR) would tax this conversion from January 1, 2027.
The finance committee adopted it on Wednesday October 7, according to its file on the National Assembly website. For example, a gain of 40,000 euros would cost 12,560 euros in tax at the flat tax rate (31.4%). On the other hand, the return of the stablecoin to the euro would not be taxed a second time.
Crypto-to-crypto exchanges keep their reprieve. But the calculus changes for all sellers. The tax authorities would retain the average purchase price of each crypto and no longer the value of the entire portfolio. For cryptos purchased before 2027, you should therefore choose a once-and-for-all replenishment method. We told who brought this tax on stablecoins.
Crypto exit tax from 800,000 euros for those leaving France
The exit tax taxes earnings that a taxpayer has not yet received when they leave France. Today it targets stocks and shares of companies. Amendment I-CF1822, also signed by Sansu, extends this exit tax to crypto-assets.
You would be concerned if your household holds more than 800,000 euros in crypto and if you have resided in France six of the last ten years. Foreign platforms and self-hosted wallets are also included in the calculation. The payment suspension and relief in the event of return would be the same as for shares. Below the threshold, a departure therefore changes nothing.
Self-hosted wallets to declare from 100,000 euros
A self-hosted wallet is a wallet for which you only keep the keys. Charles de Courson (LIOT) obtains his declaration if he is worth 100,000 euros or more on December 31. The fine can reach 10,000 euros. Below this threshold, the amendment does not ask you anything.
Are your cryptos sleeping on a platform? Environmentalists then increase the fine of the service provider who refuses to transmit documents to the tax authorities. It goes from 10,000 to 50,000 euros per request, explains Clubic. This sanction therefore targets the platform and not its client.
Capital losses carried forward and small amounts saved
A single measure adopted reduces taxes. Today, a crypto loss that you do not compensate within the year is lost. Daniel Labaronne's amendment authorizes its postponement for ten years, as for shares. A loss would thus reduce the tax on your gains in subsequent years.
For small amounts, nothing changes. The annual transfer threshold remains at 305 euros and you pay nothing below. The deputies have in fact ruled out the exemption of 1,000 euros from crypto payments per year that Paul Midy carried. They also refused to include cryptos in the wealth tax. The flat tax therefore remains at 31.4%.
Exit tax and stablecoins: your situation in a table
Calendar: solemn vote on October 20 then overall budget on November 17
The public session runs from October 13 to 19. The deputies then vote on the revenue part during a solemn vote on October 20. The overall vote on the budget will follow on November 17. The text will then pass to the Senate. Finally, a joint committee will bring together seven deputies and seven senators in December to seek a common text.
But nothing is certain. During a previous budget, the joint committee had already ruled out a declaration of wallets at 5,000 euros, recalls our decryption of the ten amendments. And France Insoumise has warned that it would vote for censorship in the event of a new 49.3, the tool which allows a text to be adopted without a vote.
One point is valid for all profiles. The platforms have already been collecting the identity of their customers and the details of their operations since January 1, 2026 (DAC8 directive). They will then send their first declaration to the tax authorities before June 15, 2027. Even without these amendments, your 2026 operations will therefore go back to Bercy.
AI outlook — possibilities, not facts
