According to the "China Civil Affairs" WeChat public account, the Ministry of Civil Affairs and the Ministry of Human Resources and Social Security recently jointly issued the "Implementation Measures for the Vocational Qualification Examination for Junior and Intermediate Elderly Care Service Technicians", which will come into effect on the date of issuance. Implementation Measures for the Professional Qualification Examination for Junior and Intermediate Elderly Care Service Providers
Article 1 The Ministry of Civil Affairs and the Ministry of Human Resources and Social Security jointly established the National Elderly Care Service Examination Office (hereinafter referred to as the National Elderly Care Service Examination Office). The National Elderly Care Service Examination Office is located in the Elderly Care Service Department of the Ministry of Civil Affairs and is responsible for the daily management of the examination. The specific examination work is entrusted to the Personnel Examination Center of the Ministry of Human Resources and Social Security.
The human resources and social security departments and civil affairs departments of all provinces, autonomous regions, and municipalities directly under the Central Government are jointly responsible for the organization of examinations in their respective regions.
Article 2 There are two examination subjects for junior and intermediate elderly care service providers: "Comprehensive Knowledge of Elderly Care Services" and "Practical Elderly Care Services".
Article 3 Candidates who meet the examination registration conditions shall register in accordance with the procedures and requirements prescribed by the examination agency, and take the examination at the designated time, place and examination room with their admission ticket and valid identity document.
Personnel from departments and affiliated units of central and state agencies, centrally managed enterprises, as well as residents of Hong Kong, Macao and Taiwan, and foreign nationals within the country can register to take the exam at their place of work or residence.
Article 4 In principle, the examination for junior and intermediate senior care service technicians will be organized once a year.
The junior and intermediate senior care service technician examination results are subject to a rolling management method of 2 years as a cycle. Candidates must pass all examination subjects in two consecutive examination years before they can obtain the corresponding level of senior care service staff professional qualification certificate.
Article 5 In principle, test centers will be arranged in universities and colleges in provincial capitals and municipalities directly under the Central Government, designated schools for high school entrance examinations and college entrance examinations, or special places built by examination institutions. Priority will be given to standardized examination rooms for personnel examinations and standardized examination rooms for education examinations.
Article 6 The Ministry of Civil Affairs shall organize experts to draw up the examination syllabus and submit it to the Ministry of Human Resources and Social Security for review and approval before release. In accordance with the requirements of the examination syllabus, the Ministry of Civil Affairs specifically organizes experts to carry out examination questions, establishes a test question bank, and implements dynamic management of the examination expert bank.
Article 7 The Ministry of Civil Affairs organizes the examination marking work, takes effective measures to ensure the security of examination data and scientific marking results, and improves the efficiency of marking work. The Ministry of Human Resources and Social Security shall accept the grading results and publish the examination results in an appropriate manner.
The National Elderly Care Service Examination Office has established a quality assessment mechanism for examination questions and papers to provide data support and decision-making basis for policy adjustments such as examination subjects, examination syllabus, and examination propositions, and continuously strengthen the scientific nature, pertinence and practicality of the examination.
Article 8: Adhere to the principle of separation of examinations and training. Anyone involved in the examination work (including propositions, examination of questions, organization and management, etc.) shall not register for the examination within the specified period, and shall not engage in training related to the examination content. Candidates participating in the training adhere to the principle of voluntariness.
Article 9 Relevant institutions, experts and staff involved in the organization and implementation of the examination shall strictly implement the laws, regulations and rules related to the professional and technical personnel qualification examination, and abide by the examination work discipline and confidentiality regulations.
Article 10 Anyone who violates examination work disciplines and relevant regulations shall be dealt with in accordance with the "Regulations on the Handling of Violations of Disciplines and Violations in the Qualification Examination for Professional and Technical Personnel".
Article 11 The Ministry of Civil Affairs and the Ministry of Human Resources and Social Security are responsible for the interpretation of these Measures.
Article 12 These Measures shall come into effect on the date of promulgation.
