China News Service, Beijing, September 1 (Reporter Liu Liang) In response to the "fake certificates, fake institutions, fake products, fake websites" and other chaos in the traditional handicraft market such as jewelry and jade, precious metal jewelry, and mahogany products in recent years, China's multi-department joint operations have been focused on cracking down since this year.
The State Administration for Market Regulation held a press conference in Beijing on September 1 to introduce the situation of this year’s joint law enforcement operation to “anti-counterfeit and clear up sources” of traditional craft markets carried out with the Ministry of Public Security.
Kuang Xu, director of the Department of Accreditation, Inspection and Testing Supervision and Management of the State Administration for Market Regulation, introduced at the meeting that this year, local market regulatory authorities have conducted unannounced visits to 36 large professional markets to carry out "targeted crackdowns" on the production and sale of counterfeit goods. During the operation, a total of 769 cases were filed across the country, involving a total amount of 65.58 million yuan, and 21 major cases were transferred to judicial authorities for criminal liability. Among them, a major case of forged testing certificates was detected in Donghai County, Jiangsu Province. The people involved set up hidden dens and fake testing agencies printed more than 2.26 million fake certificates.
In response to the stubborn problem of counterfeit sales in emerging channels such as online stores, live streaming e-commerce, and short video delivery, Kuang Xu said that regulatory authorities have promoted platforms to strictly implement their main responsibilities such as qualification review and dynamic inspections. Major platforms have proactively upgraded transaction rules, built intelligent audit models, optimized sensitive word interception strategies, improved quality inspection management processes, and implemented rapid closure of high-risk stores. The entire network has been monitored nearly 280,000 times, and 1,892 pieces of illegal information have been cleared.
Kuang Xu pointed out that current illegal activities show new characteristics of "underground" and "decentralized". In order to avoid crackdowns, some criminals have moved their counterfeit manufacturing and selling activities into hidden places. Online supervision still faces the problems of "difficulty in obtaining evidence, consolidating evidence, and tracing sources."
In this regard, he said that in the future, we will speed up the improvement of systems such as full-chain quality control, risk monitoring and handling, platform clue transfer for assistance, and false report issuers and users to be investigated and treated at the same time. At the same time, platform operators are guided to make full use of technical means, optimize algorithms and early warning monitoring models, improve dynamic network inspection mechanisms, and increase efforts to identify, prevent, control and intercept online unqualified "fake institutions" and unauthorized "black intermediaries".
