Guangxi explores a new model of foreign-related commercial legal services of "Hong Kong Rule of Law + Guangxi Platform + ASEAN Cooperation"

China News Service, Nanning, September 22 (Wei Cheng, Lin Hao) Huang Hailong, a second-level justice of the People's Republic of China and president of the Higher People's Court of the Guangxi Zhuang Autonomous Region, recently stated that Guangxi will explore the construction of a new foreign-related commercial legal service cooperation model of "Hong Kong rule of law practice + Guangxi platform integration + ASEAN cooperation application", promote the effective docking of commercial and economic and trade rules with ASEAN countries, promote the expansion of Hong Kong commercial legal services to ASEAN, and help Guangxi become a preferred place for commercial dispute resolution for ASEAN.

On September 22, the Higher People's Court of the Guangxi Zhuang Autonomous Region introduced that during the 23rd China-ASEAN Expo, the China-ASEAN Commercial Legal Forum·2026 China Arbitration Week Nanning special event was held. With the theme of "New Paths for Commercial Legal Cooperation between Hong Kong and ASEAN", this forum closely follows the main thread of "the linkage of the rule of law between Hong Kong and ASEAN, the legal protection of the Pinglu Canal, and the integration of artificial intelligence and legal services" to jointly explore a new model of cross-border commercial legal cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area-Guangxi-ASEAN and build a solid legal guarantee for the construction of version 3.0 of the China-ASEAN Free Trade Area and the construction of the Pinglu Canal Economic Belt.

Huang Hailong said in his speech at the event that currently, China-ASEAN cooperation has become the most productive and dynamic model of cooperation in the Asia-Pacific region, and the two sides have been each other's largest trading partner for many years. With the implementation of version 3.0 of the China-ASEAN Free Trade Area and the full completion of the Pinglu Canal, cross-border trade and new digital formats have accelerated their development. At the same time, they are also facing challenges such as differences in legal systems and high costs of cross-border dispute resolution.

Huang Hailong also said that as a highly international economic, trade, financial and legal services hub, Hong Kong is a legal bridge linking the mainland and ASEAN. Guangxi and Hong Kong will form more pragmatic cooperation results in terms of mutual recognition of rules, joint training of foreign-related legal talents, digital governance innovation, and multi-dispute resolution linkage, etc., so that Chinese and foreign enterprises can invest more securely, operate more confidently, and protect their rights with less worry, and respond to the uncertainty of the external environment with the certainty of rules.

This forum released 10 substantive cooperation results. The Guangxi High Court promoted the establishment of the Pinglu Canal Water "One-stop" Dispute Resolution Center, the Qinzhou Court of the Beihai Maritime Court, and the ASEAN Foreign-Related Intellectual Property Diversified Dispute Resolution Alliance. It also compiled a "Typical Case Collection of People's Court Services to Guarantee the Construction of the New Western Land-Sea Corridor", released a "Third Anniversary Collection of Typical Cases of the Guangxi Foreign-Related Civil and Commercial Dispute Linkage Resolution Mechanism" and a "Typical Case Collection of Cross-border Intellectual Property Protection of the New Western Land-Sea Corridor" and other key results.

In the expert speech session, many experts and scholars from judicial administrative departments, universities, and arbitration institutions conducted exchanges and discussions on cross-border dispute resolution, maritime legal protection, intellectual property protection and other issues, deepening new paths for commercial legal cooperation between Guangdong, Hong Kong and ASEAN, promoting the Guangdong-Hong Kong-Macao Greater Bay Area-Guangxi-ASEAN legal service linkage, and assisting the docking of regional economic and trade rules and the collaborative resolution of cross-border disputes.
