CHELYABINSK, June 18 - RIA Novosti. A unified regional law - the Social Code, which combines the conditions and principles for providing measures of social support to citizens, will appear in the Chelyabinsk region, said the head of the region, Alexey Teksler.
“All support measures, categories of citizens and the conditions for providing these measures are enshrined in a large number of laws and disparate regulatory legal acts of the region. In this regard, I instruct the social block of the government to analyze and systematize legislation in the social sphere, enshrining common approaches, principles, terminology in a single regional law - the Social Code of the Chelyabinsk Region,” the governor said in his address to deputies of the regional legislative assembly.
He noted that this will ensure transparency, accessibility and promptness in providing support to the population. “I instruct the regional government to prepare a corresponding bill in cooperation with the regional legislative assembly,” Texler said.
Also in the address, the head of the region noted that as the quality of life and its duration improves, the number of older South Urals residents who are interested in leading an active lifestyle is growing.
“And this needs to be promoted in every possible way. We have an active longevity program that covers several areas of work. Chelyabinsk has good experience. Two Active Longevity Centers have been opened in the city - these are unique spaces where older citizens can learn new useful skills, for example, using a computer or smartphone, as well as devote time to sports, creativity and, of course, find a new circle of friends.” - said the head of the region.
This practice needs to be extended to other municipalities, Texler believes. “Active longevity centers and similar formats based on new or already created infrastructure should appear in all municipalities of the Southern Urals. I instruct the regional government to develop standards for organizing such work, and municipalities to implement them,” he noted.
In general, according to the governor, in the region 1.2 million South Urals residents receive social support - payments and social services from the regional budget.
Chairman of the Legislative Assembly Committee on Social Policy Natalya Loshchinina said that the address of the governor of the Chelyabinsk region to the legislative assembly gives a clear idea of the development priorities of the region.
“This is Aleksey Leonidovich’s eighth address as governor of the Chelyabinsk region, and in each of them he pays special attention to the social sphere: education, healthcare, social support. After all, these are the most basic areas that determine the well-being and stability of society,” the press service of the legislative assembly quotes Loshchinina as saying.
She noted that the address discussed a new project. “Today a new project was announced - the creation of a Social Code. The governor instructed the social block of the government to analyze legislation in the social sphere, enshrining uniform approaches in the regional law - the Social Code of the Chelyabinsk Region. This will help our residents better navigate social support measures. The work will be carried out jointly with deputies of the legislative assembly and the government of the Chelyabinsk region,” she explained.
The head of Chelyabinsk, Alexey Loshkin, added that along with a specific program of actions and instructions for municipalities, the key message of the address of the head of the region was heard - “the person always remains at the center of our attention.”
