Restaurant owner Hao Man let the waitress out to sell sex but asked to sign a commitment 'not to sell sex'

Huang Wei Hao was accused of letting flight attendants go out to sell sex but was asked to sign a "no prostitution" commitment, use a pass to the gate, and delete the Telegram group every day to cope with inspections.

The actions of Huang Wei Hao (39 years old, Chinese nationality, also known as A Hao) along with his wife Le Thi Diem and two accomplices were tried by the Ho Chi Minh City People's Court for prostitution brokerage on September 8.

Regarding the case, Luu Trong Hanh (38 years old, former District 10 police officer) was prosecuted for fraudulent appropriation of property.

According to records, Hao Man restaurant on Ngo Gia Tu Street, Vuon Lai Ward (old District 10), has been operating since the end of May 2024, mainly serving Chinese and Korean customers. Hao directly operates, Diem co-manages operations and hires people to be in charge of each department.

Around March 2025, the restaurant owner and his wife allegedly started allowing female flight attendants to go out and sell sex when customers wanted to attract customers and increase revenue.

Allowing prostitution but requiring you to sign a commitment 'not to sell sex'

According to testimony, on June 13, 2025, Hao, Diem, Le Vi Kiet, interpreters and some managers had a meeting at the restaurant.

Hao said that recently many restaurants were inspected by the police due to waitresses engaging in prostitution, requiring managers to be "clever" to avoid detection.

Although he still allowed employees to go out to sell sex, this man asked them not to leave the restaurant at the same time as the customers, to have their exit passes checked, and to delete the Telegram group every day.

Employees also have to sign a commitment to "not sell sex or drugs" to deal with being inspected.

Because he was not fluent in Vietnamese, Hao used his wife to translate and convey the above instructions to managers and employees.

At the restaurant, Kiet is in charge of managing the hostesses and setting up Telegram groups for management. When a person comes to work, Kiet creates a group using a QR code; When they quit, they must exit or delete the group.

'Exit ticket' before arriving at the hotel

According to investigation results, visitors to Hao Man can choose female hostesses to serve meals and sing karaoke. When there is a need to buy sex, guests and flight attendants negotiate the price themselves, then notify the manager.

The flight attendants declared the general price to be 3 million VND per trip and 7 million VND overnight.

After the agreement, the flight attendant met Truong Thi Ngoc Giau, also known as Madam Vi, and provided the hotel address and photo sent by the customer to inform her that she was going out to sell sex.

The staff then filled in the information on the "gate release form", gave Kiet a stamp before leaving the restaurant to go to the hotel.

At around 3:00 a.m. on June 27, 2025, the police inspected a hotel on Su Van Hanh Street and discovered that a flight attendant of Hao Man was selling sex to a Korean man.

At the same time, the authorities inspected the restaurant, discovered signs of prostitution brokerage and summoned those involved.

According to records, Giau and the madams do not receive salaries but receive tips and discounts from bringing guests to eat and drink.

Kiet receives 20 million VND per month, in charge of staff and Telegram groups. Diem is the general manager, earns a salary of 15 million VND, shares 50% of room service tips with the madams, and also assists her husband in operating and translating for guests.

Testimony about more than one billion dong of 'protection money'

During the investigation, Hao accused Luu Trong Hanh, a former fire prevention and fighting officer of District 10 Police, of receiving a total of more than 1.1 billion VND in "diplomatic" money, with the purpose of covering expenses for the restaurant to operate safely.

Hao claimed that because he trusted Hanh, the restaurant still engaged in prostitution brokerage.

The restaurant owner also declared that he gives 300 million VND every month, a total of more than one billion VND, to a person named Truong, claiming to be an officer of the Department of Culture and Information, to help the establishment operate safely.

This person did not admit the above statement. The investigation agency has separated this content to continue consolidating evidence and processing it later.
