Curitiba should be left without a vice-mayor by 2028 if Paulo Martins assumes a federal mandate

Curitiba should be without a vice-mayor for the next two years, if Paulo Martins (NOVO) leaves the position to take on the role of federal deputy. Martins was elected to the Federal Chamber this Sunday (4) and his inauguration is scheduled for February 1, 2027.

Unlike legislative positions, when there is the possibility of a substitute taking over the position, the position of vice mayor does not provide for substitutions in the electoral rules. Thus, the capital of Paraná should be left without a vice-mayor until the next municipal elections, scheduled to take place two years from now, in October 2028.

"This is governed by the Organic Law of the Municipality, which follows what we call 'constitutional symmetry', the same logic as the Union. The same thing that would happen if the vice-president were to take on another position, die or resign", explains Fernando Neisser, Professor of Electoral Law at FGV.

As the position must remain open, in the event that Mayor Eduardo Pimentel (PSD) needs to be absent during his term of office, whether for reasons of travel or illness, for example, the person who will temporarily take over Curitiba City Hall will be the President of the City Council.

Currently, the president of the City Council is councilor Tico Kuzma (PSD). However, the term of office of the City Council Board is defined every two years and ends in December 2026. Therefore, for next year, when Martins must leave the city hall, there is still no definition of who could be Pimentel's temporary replacement.
