1. Purchasing conditions

The Haikou Customs Anti-Smuggling Bureau's network security protection capability improvement project has been approved for implementation. The purchaser is the Haikou Customs Anti-Smuggling Bureau. The project funds come from fiscal funds. The project investment ratio is 100%. The procurement execution department is the Haikou Customs Logistics Management Center. The project has met the conditions for implementation, and the project is now undergoing comparison and procurement.

2. Project Overview and Procurement Scope

(1) Project name: Haikou Customs Anti-Smuggling Bureau network security protection capability improvement project;

(2) Project requirements: Improve the network security protection capabilities of the Internet exits of each branch of the Anti-Smuggling Bureau to comprehensively strengthen the risk defense capabilities and terminal security management on the Internet side to meet compliance needs. For details of the project content and requirements, please see Appendix 1 of the comparison document: "Haikou Customs Anti-Smuggling Bureau Network Security Protection Capability Improvement Project Requirement Letter" (hereinafter referred to as the "Project Requirements");

(3) Maximum price: RMB 263,610.00;

(4) Service period: The service contract for this purchase is signed once a year. Two months before the expiration of each annual contract period, the purchaser has the right to decide whether to renew the contract for the next year based on the budget situation, combined with the annual assessment results and cooperation intentions of the suppliers. The contract for the next year is signed one month in advance each year and can be renewed a total of 2 times for a total of 3 years;

(5) Warranty period: This project provides free warranty service for no less than one year, calculated from the date of signing the contract acceptance report. During the warranty period, free warranty service is provided for the entire project;

(6) Implementation period: Complete the installation and debugging of software and hardware within 20 days after signing the contract and meet preliminary inspection conditions.

3. Applicant qualification requirements

(1) Registered in the People's Republic of China, having the ability to independently bear civil liability, and possessing valid legal licenses to undertake this project (enterprises need to provide a copy of the three-in-one business license, and institutions need to provide a copy of the institution's legal person certificate with the official seal of the supplier);

(2) Have good business reputation and a sound financial accounting system (a written commitment letter must be provided, stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(3) Have the necessary equipment and professional technical capabilities to perform the contract (a written commitment letter must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(4) Have a good record of paying taxes and social security funds in accordance with the law (a written commitment letter is required, stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(5) In the three years before participating in the competition and selection activities of this project, there are no major illegal records in business activities (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(6) As of the deadline for submission of response documents, it has not been included in the list of dishonest persons subject to enforcement, dishonest subjects with major tax violations, and records of serious illegal and dishonest behaviors in government procurement (a written letter of commitment must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit, subject to on-site inquiry by the procurement execution department, and the inquiry deadline is the day of the qualification review; if it is included in the above list after inquiry, its response document will be invalid);

(7) This competition does not accept the participation of consortiums (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit).

4. Obtain registration and selection documents

(1) Registration time: October 14, 2026 to October 16, 2026, 8:30 to 12:00 in the morning, 14:30 to 17:00 in the afternoon (Beijing time, the same below);

(2) Registration location: Government Procurement Department, Haikou Customs Logistics Management Center, No. 46 Yusha Road, Longhua District, Haikou City (Room 208, 2nd Floor, Building 8);

(3) The following registration materials must be submitted when registering (all materials must be stamped with the official seal of the unit):

1. A letter of introduction from the unit that introduced the applicant to register (including the applicant’s mobile phone number and email address, etc.);

2. A copy of the unit’s business license or a copy of the legal person certificate of the public institution;

3. Copy of applicant’s ID card;

(4) The purchaser shall send comparison documents to the registration unit based on the registration status.

5. Submission of response documents

(1) The deadline for submission of response documents is 17:00 on October 20, 2026, at the Government Procurement Department of Haikou Customs Logistics Management Center, No. 46 Yusha Road, Longhua District, Haikou City (Room 208, 2nd Floor, Building 8);

(2) The procurement execution department will reject any response documents that are delivered overdue or have not been delivered to the designated location.
