The Party Central Committee attaches great importance to the management of leaders of public institutions. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made a series of important expositions and instructions on the reform and development of public institutions and the construction of cadre teams in the fields of publicity, ideology, culture, education, science and technology, health and health. To implement the deployment requirements of General Secretary Xi Jinping and the Party Central Committee, in 2015 the General Office of the CPC Central Committee issued the "Interim Provisions on the Management of Leaders of Public Institutions". In 2022, the General Office of the Central Committee will revise and issue the "Regulations on the Management of Leaders of Public Institutions", and the "5 Measures" as supporting documents need to be revised to connect with it. At the same time, the new arrangements and requirements made by the Party Central Committee for relevant industries in recent years need to be implemented, and new problems encountered in the management of leaders of public institutions also need to be studied and solved. To this end, the Organization Department of the Central Committee of the Communist Party of China, together with relevant industry authorities, revised the "5 Measures".
This revision adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implements Xi Jinping Thought on Party Building, conscientiously implements the new deployment and new requirements of the Party Central Committee, implements the relevant spirit of deepening the reform of public institutions, organically connects the relevant new policies and systems revised or formulated in recent years, summarizes and absorbs the good experiences and practices formed in the practice of various local departments, actively responds to new situations and new problems that arise in the work, follows the characteristics and rules of the management of leaders of different industries and public institutions, and improves relevant policies and measures in a targeted manner. The newly revised "5 Measures" implement the requirements for upholding and strengthening the party's comprehensive leadership, emphasize that the party manages cadres and talents, give full play to the leadership and control role of party organizations, improve the party's leadership system and mechanisms, etc.; highlight the political requirements of leaders, and will deeply understand the "two establishments".
