Recently, the Ministry of Commerce, together with six departments including the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the State Administration for Market Regulation, and the State Post Bureau, issued the "Notice on Implementing the "Five Excellent" Actions for Quality E-commerce" (hereinafter referred to as the "Notice"). The person in charge of the E-Commerce Department of the Ministry of Commerce interpreted the "Notice".
1. Background of the “Notice”
In recent years, my country's e-commerce market has ranked first in the world in terms of scale. It has played an active role in boosting consumption, serving entities, driving innovation, and expanding opening up. It has the volume and space foundation to promote the upgrading of e-commerce quality. The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Special Action Plan to Boost Consumption", requiring vigorous development of quality e-commerce. Carrying out the "Five Excellence" campaign for quality e-commerce and coordinating the efforts of all parties to promote the transformation of the e-commerce industry from scale expansion to quality improvement is not only a promotion to improve the quality and quantity of consumption and meet the people's inherent requirements for quality and personalized consumption needs, but also a specific measure to strengthen positive guidance and reshape the healthy competition pattern and promote the win-win development of e-commerce platforms and operators and workers within the platforms.
2. Main contents of the notice
The "Notice" clarifies the principles of combining benefiting people's livelihood with promoting consumption, paying equal attention to standardized development and quality improvement, and integrating digital technology with the real economy. It deploys 15 specific tasks as key tasks and builds a full-chain cultivation system around five dimensions.
The first is to organize the "quality promotion" of e-commerce platforms, strengthen the cultivation of quality e-commerce entities, promote the transformation of platform rules to optimize, and establish a full-link quality control system. The second is to support all types of merchants to "create excellence in quality", improve merchants' quality operation capabilities, innovate and develop e-commerce consumer brands, and empower quality merchants to expand their markets. The third is to facilitate consumers to "choose the best by quality", build a matrix of quality consumption activities, create online and offline integrated quality consumption scenarios, and strengthen consumption guidance and financial services. The fourth is to guide Silk Road e-commerce companies to "strive for excellence in quality", build a good ecology for e-commerce overseas, cultivate and promote the "Silk Road Cloud Products" brand, and promote high-level opening up in the e-commerce field. The fifth is to strengthen the "long-term protection of excellence" in normative standards, improve the e-commerce standard system, coordinate to rectify disorderly and irrational competition, and strengthen industry self-discipline.
In the next step, the Ministry of Commerce will work with relevant departments to promote the implementation of the "Five Excellent" action measures and use quality e-commerce development to help upgrade consumption and high-quality development of e-commerce.
