In order to take multiple measures to stabilize foreign investment and promote the use of foreign investment to consolidate stability and promote excellence, with the approval of the State Council, the following action plan is hereby formulated.
1. Expanding market access
(1) Deepen the opening up of the service industry. Steadily expand the pilot programs for vocational skills training institutions, vocational schools, and high-level science, engineering, agriculture, and medicine universities to open to the outside world. Support Beijing in improving the construction level of the comprehensive demonstration zone for the expansion of the opening up of the national service industry, and promote the pilot opening of key areas of the modern service industry such as the digital economy and medicine and health. Promote the comprehensive upgrade of the arrangements for establishing closer economic and trade relations between the mainland, Hong Kong and Macao, and increase the opening up to Hong Kong and Macao investors in the service sector.

On the premise of improving regulatory collaboration and risk prevention and control, support more foreign-funded institutions to use risk management tools including treasury bond futures to strengthen financial risk management. Support foreign-funded institutions to carry out fund investment consulting business in accordance with the law. Optimize the exchange’s pre-communication services before listing applications and support qualified key foreign-funded enterprises in domestic listing and financing.
(3) Support foreign investment in the high-quality development of pharmaceutical and other industries. Efforts should be made to study and issue detailed implementation rules for segmented production of drugs to facilitate overseas drug marketing authorization holders to carry out cross-border segmented production of biological products and chemical drugs. We will promptly study and apply for approval to further expand the scope of pilot areas for opening up biotechnology and wholly foreign-owned hospitals. Support insurance companies to include more innovative drugs and devices in the scope of commercial insurance protection, and continue to encourage high-quality innovative drugs and devices to enter the Chinese market. Allow qualified foreign equity investment institutions to participate in the issuance of securities by listed companies in non-related industries as strategic investors to better leverage the effectiveness of strategic investment.
(5) Optimize the management of cross-border data flows. Support free trade pilot zones and national service industry pilot cities to expand opening-up to explore the development of scenario-based, field-level data export negative lists in more fields. Promote the formulation of national standards for important data identification catalogs in industry, telecommunications, geographical information, automobiles, medicine, seed industry, aerospace, civil aviation and other industries.
(6) Promote domestic reinvestment of foreign capital. Implement preferential tax policies for direct investment by foreign investors with distributed profits to ensure the precise release of policy dividends. Incorporate more reinvestment projects of foreign-funded enterprises into the list of major and key foreign-invested projects and expand the scope of service guarantees.

(9) Coordinate the standardized recruitment of foreign investment projects. Accelerate the introduction of a list of encouraged and prohibited items for local government investment promotion. Provincial people's governments may provide support measures for investment projects in relevant fields in accordance with regulations. Strengthen work guidance and improve the uniformity of policy implementation. Government departments must strictly fulfill the policy commitments made in accordance with the law and abide by their promises. Make good use of special funds for foreign economic and trade development to promote foreign investment. 4. Improve the foreign investment service guarantee system
(10) Fully implement national treatment for foreign-invested enterprises. Increase efforts to ensure national treatment for foreign-invested enterprises. Except where there are clear provisions in laws and regulations or where national security is involved, the enterprise-related support policies formulated in various fields will be treated equally and applied equally to foreign-invested enterprises. Strictly implement the fair competition review system in government procurement, tendering and other fields, and strengthen fair competition review of relevant regulations, normative documents, policies and measures in related fields. Procurement activities carried out by universities, institutions, scientific research institutions, etc. should ensure the equal participation of foreign-invested enterprises.
(11) Support foreign-invested enterprises in participating in actions to boost consumption. Support foreign-funded enterprises to fully participate in green consumption, the construction of international consumption center cities and other consumption-promoting work, and foreign-invested brand products and foreign-funded enterprises shall not be excluded from applying various consumption-promoting support policies to eligible products or services.
(12) Optimize the business network environment. Strengthen the closed-loop management of the entire process of "clue collection-problem handling-situation feedback" for foreign-invested enterprises' business congestion problems, and report typical cases in a timely manner.
5. Optimize foreign investment management
(14) Promote regional collaboration in attracting investment. Support the eastern region and border areas to carry out paired construction, deepen cooperation in investment promotion, industrial transfer, revenue sharing, etc., and facilitate the regional layout of foreign-invested enterprises in China. Support border (cross-border) economic cooperation zones and other areas to use capital and industry as a link to build parks with other domestic regions and neighboring countries, and promote planning and construction, investment cooperation and investment promotion coordination.
(15) Improve the informatization level of foreign investment management. Comprehensively optimize the foreign investment information reporting system, improve direct information reporting channels, and ensure that foreign investment information is true, accurate, and complete. Improve the foreign investment information sharing mechanism to provide support for foreign investment management in areas such as foreign exchange registration, administrative licensing, and fixed asset investment.
