It further broke the news, revealing that it would spend a special budget before the special regulations were passed, hinting at another tens of billions of orders, and questioning whether domestic drone manufacturers must first establish a relationship with "Green Friends" before receiving a case.

Not only did the Ministry of Economic Affairs deny it, Carbon-based Technology also issued a statement that the accusation was completely inconsistent with the facts, and had seriously damaged the company's goodwill and the reputation of all employees, threatening to reserve the right to pursue legal action.
Faced with the possibility of filing a lawsuit against carbon-based technology, Kuomintang legislators Luo Tingwei, Lin Peixiang, Luo Zhiqiang, Xu Qiaoxin, and Wang Hongwei accepted a joint interview with the media today. The manufacturer's application can be seen from the special national defense regulations document. Chen Wenhong joined Carbon Base in April 2025; in May, President Lai Qingde announced a "trust industry" including drones; in July, Hong Yaonan became an independent director; in August, Carbon Base announced that it had obtained the Ruiyuan 2 UAV mass production commission, with an amount of more than 150 million yuan; In December, Carbon Base even said that the Ruiyuan II drones would be "refunded from a special budget." However, at that time, the special national defense regulations had not yet been passed. They publicly stated that the cost of 36 Ruiyuan II drones was as high as 12.6 billion yuan. The regulations had not yet been passed in the Legislative Yuan, and the budget scale had not yet been determined. It hinted that it would receive another huge commission of 12.6 billion yuan or even 16.8 billion yuan from the Chinese Academy of Sciences.
Xu Qiaoxin said that Carbon Base is an established manufacturer and may have the ability to make drones, but now they are questioning whether they will not be able to receive commissions from the government if "Green Friends" does not join? Do all domestic drone manufacturers have to establish a relationship with "Green Friends" first? The Ministry of National Defense's drone procurement budget last year and this year exceeded 10 billion yuan. However, if the scale of procurement is to be increased, the intensity of supervision must also be increased. They cannot allow a group of people with a specific political party color to get together at a drone manufacturer to obtain such a huge commission project.
Xu Qiaoxin emphasized that they hope that commercial sales and commissioning will be included in the annual budget, because only in this way can they be properly supervised. They revealed the matter of Carbon Base, not to prevent Carbon Base from participating in any national bidding projects, but to remind the public that if the "green-friendly" industry has a better chance of winning bids, this is unfair.
