The third phase of the development of Longtan Science Park in Taoyuan City is gradually advancing. Whether surrounding transportation, housing, education and public facilities can be synchronized has become the focus of local attention. Local legislators questioned that the second phase of Longke’s industry had brought traffic impacts and environmental burdens, and the third phase of development cannot repeat the same mistakes. The city government stated that it has planned relevant supporting facilities in advance, including Longke Elementary School, the overall development of Dachang Road, and research on the surrounding development of Longke, in response to future industry and population growth.
The third phase of Longke has recently passed the review of the National Development Council, with a development area of approximately 104.65 hectares. The final annual output value is estimated to reach 550 billion yuan, creating approximately 4,500 job opportunities. Councilor Xu Yushu pointed out that although Longke Phase II promoted industrial development in the past, many employees did not choose to live in Longtan. Instead, it caused traffic and environmental burdens, and local construction did not increase simultaneously. He said that the existing land for buildings and residential areas in Longtan is limited, and there is a lack of new urban planning and residential space. It is difficult for the population to stay in the local area. The city government cannot only expect Pingzhen and Yangmei to take over the housing demand. It should expand the residential planning of Longtan to allow the industrial population to settle nearby, and further strive for public construction such as the National Sports Center and art and cultural facilities.
Councilor Liu Yinglong also requested the city government to include the underground parking lot and open sports space in the overall plan for the new construction project of Longke Phase 3 and Delong Elementary School to be demolished and rezoned as "Longke Elementary School".
Mayor Zhang Shanzheng said that he had worked in the Hsinchu Science Park for many years and was well aware that the rapid development of the park would cause local problems if the surrounding construction failed to coordinate at the same time. Therefore, the city government has made arrangements in advance. In terms of education, the city government has established the Longke Elementary School Preparatory Office. The school site is about 2.2 hectares. It plans 12 classes and a public kindergarten. It also takes over the capacity of the existing Delong Elementary School. It is currently handling land acquisition and school establishment planning. It is expected to complete the planning and design in the 115 school year. The bidding and construction will be handled in the 116 to 118 school year, and enrollment will be enrolled in the 119 school year.
Zhang Shanzheng said that in addition to the presence of TSMC, industrial development will also encourage private development of industrial parks, and the city government will plan land to provide upstream and downstream manufacturers to enter; residential demand will simultaneously expand the residential planning of Longtan and Pingzhen. In terms of environment, relevant development will be handled in accordance with environmental impact assessment procedures, and discussions will be made on increasing the supply of recycled water and coordinating Taipower's new ultra-high-voltage lines.
Urban Development Director Jiang Nanzhi stated that the overall development project of Dachang Road covers an area of approximately 11.81 hectares and is developed through section expropriation. Among them, 4.19 hectares of industrial special area is planned, and a transportation station and parking lot are set up. It is currently being reviewed by the land expropriation review group of the Ministry of Interior. The city government has also launched a preliminary feasibility study around Longke. In the future, it will be combined with the public transportation system to evaluate the overall development space of Longtan, hoping that industrial development and local construction will be promoted simultaneously.
