La ciudadanía considera mayoritariamente -36,1%- que las competencias en materia de vivienda recaen principalmente en las comunidades autónomas. El 26,9% señala esencialmente al Estado y sólo el 15,2% a los ayuntamientos y pese a ello, un 44,5% considera que es la administración estatal la que debería tener mayores competencias para mejorar el acceso a la vivienda.

Respecto a las medidas más necesarias a poner en marcha un 95% se muestra a favor de bajar impuestos en la compra de la primera vivienda; un 85,7% aboga por dar más garantías a caseros frente a impagos; un 84,3%, sacar al mercado suelo urbanizable; un 83,1% recuperar viviendas públicas vendidas a empresas; un 76,3% crear una empresa pública estatal de vivienda; un 75,6% limitar los pisos turísticos y un 72% subir los impuestos a quienes posean diez viviendas o más. Las medidas menos apoyadas -49,9 y 40%- son las que plantean expropiar suelo para construir o expropiar directamente las viviendas vacías.
