According to Armenpress, the 2026-2031 program of the Nikol Pashinyan government, which won the elections in June, was announced based on the "Real Armenia" concept.
Among the important foreign policy results expected in the program were items such as consolidation and further institutionalization of the peace established with Azerbaijan, establishment of diplomatic relations with Türkiye, and normalization of relations with regional countries.
It was noted in the program that the "Junction of Peace" initiative aims to remove the country's transportation and connection barriers on the basis of the Trump Route for International Peace and Prosperity (TRIPP).
NORMALIZATION WITH Türkiye AND AZERBAIJAN
In the foreign policy section of the program, the message was given that Armenia would continue to pursue its "balanced and balancing foreign policy" line.
The program, which noted that further development of relations with Georgia, Iran, Turkey and Azerbaijan is of fundamental importance, included articles on the institutionalization of the peace established with Baku and the border determination process, the signing of the text of the peace agreement initialed between the two countries, the development of bilateral trade and borders.
While the program included the advancement of the normalization process with Turkey, it was stated that work would be carried out to establish diplomatic relations, open the border and activate "at least 2 modern border crossing points", and that developments in areas such as transportation, energy and digital infrastructure were targeted.
In the program, where it was stated that studies will be carried out to promote bilateral and multilateral trade with Ankara, it was underlined that deepening strategic relations with Iran, continuing political dialogue and expanding commercial-economic relations are among the priorities of Yerevan-Tehran relations.
EMPHASIS ON DEEPENING RELATIONS WITH THE USA AND THE EUROPEAN UNION
In the program, it was stated that efforts to deepen the strategic partnership with the European Union (EU) would continue, and in this context, the message was given that the strategic cooperation with the EU would be developed sectorally and the integration process would be continued through the effective implementation of the agreements.
In the program, it was shared that studies would be carried out to ensure Armenia's compliance with EU standards in areas such as democracy and rule of law, economy, finance, environment and social policies, and it was also envisaged to complete the visa liberalization action plan with the EU for Armenian citizens.
The program pointed out that the bilateral partnership would be further deepened for the benefit of Armenia and the USA, and underlined that cooperation would be increased on a wide range of issues of mutual priority.
In the program, it was stated that the sectoral cooperation with the USA is planned to be continued on the basis of the memorandum of understanding and comprehensive strategic partnership charter signed in August 2025.
DIALOGUE WILL CONTINUE WITH MOSCOW
In the programme, it was stated that the dialogue aiming at mutually beneficial multi-sectoral cooperation with Russia will be continued and the aim is to "transform, develop and deepen" the relations on the axis of new conditions in the region.
It was shared in the program that the government would also work towards membership in the Shanghai Cooperation Organization, and it was emphasized that efforts would be made to develop relations with Middle Eastern and African countries and establish new ones.
In the program, it was stated that efforts to raise Armenia-China relations to the level of strategic partnership will continue and that cooperation with India should be developed in areas of mutual interest, especially economy, defense, transportation, education and culture, health and information technologies.
It was stated in the program that it was the "only effective and reliable" guarantee of ensuring peace and security, and it was underlined that Armenia should pay attention to the preservation of peace.
The Civil Contract Party, led by Pashinyan, received 49.74 percent of the votes in the elections in June, gaining the majority in the parliament for another term and the right to form the government.
