A series of large projects on Hoan Kiem Lake are being researched to preserve and reconstruct the area, including the headquarters of the People's Council and City People's Committee. Hanoi Post Office is also being studied to reduce some inappropriate architecture.
On the evening of September 6, the Department of Construction announced the organization of consultation on the local adjustment of Urban Subdivision Planning H1-1B (Ho Guom Lake area and surrounding areas), scale 1/2,000 and part of Urban Subdivision Planning H1-1C (11 wards of old Hoan Kiem District), scale 1/2000 combined with detailed planning solutions, scale 1/500 for renovation, embellishment, reconstruction, restructuring. Spatial architecture of Hoan Kiem Lake area and surrounding areas.
The scope of project research is in Hoan Kiem ward and Cua Nam ward, with a scale of about 65.89 hectares, including the entire boundary of Urban Subdivision Planning H1-1B, scale 1/2000 (area of about 63.72ha) and part of Urban Subdivision Planning H1-1C, scale 1/2000.
Specifically, the scope of the study is bordered by Hang Gai and Cau Go streets in the North; The South borders Hai Ba Trung and Dang Thai Than streets; The West borders Hang Trong, Nha Tho, Au Trieu streets, Cathedral area and Nha Chung and Quang Trung streets; The East borders Nguyen Huu Huan, Ly Thai To, Le Lai streets, the State Bank of Vietnam area and Ly Dao Thanh, Tong Dan, Trang Tien, Tran Quang Khai, Tran Khanh Du streets.
According to the direction of the Capital's Master Plan with a 100-year vision, the historic inner city area, including Hoan Kiem Lake and its surroundings, is researched for preservation and reconstruction to promote the value of existing urban architectural space, control the scale of new development, improve the quality of landscape, infrastructure and environment and add amenities to serve residents and tourists, while strengthening the connection of Hoan Kiem Lake with the public square system in the area.
The overall idea is to research and organize Hoan Kiem Lake space as a large square - a symbol of the Capital, combined with August Revolution Square and the Opera House to form a "History - Culture - Art" space. The focus is on expanding connectivity around the lake, especially in the North and East; reconstruction and restructuring of community spaces, squares and green parks; renovate and embellish landmark architectural works; create a harmonious connection between old architecture and new architecture; Organize diverse and flexible spaces to serve the capital's activities and events.
In which, the area north of Hoan Kiem Lake is expected to expand Dong Kinh Nghia Thuc Square, forming a large square, strengthening the connection with Hoan Kiem Lake and the park - square to the East. The research plan for the layout of the iconic "Triumph Arch" project, inspired by the rising wings of a crane, creates a highlight that ends the urban axis of the old town and opens a new spatial axis to the South.
In the eastern area of Hoan Kiem Lake, research to form a system of squares and parks in the City People's Committee area, Ly Thai To Flower Garden, Hanoi Post Office and Hoa Phong tower. In addition, the project reorganizes the space around Ba Kieu temple, arranges a memorial for the Capital's Martyrs and strengthens the connection with the Dinh Le - Trang Tien area and appropriate commercial and service spaces.
The eastern park - square space is researched to develop underground space to enhance service and public space and connect with C9 station of urban railway line No. 2, creating a special cultural, service and commercial TOD area.
For the City People's Committee headquarters area, the plan plans to arrange a new building with 9 floors above ground and 4 basement floors on the basis of restructuring the land. Based on the current status of the project, it is proposed to research and demolish the headquarters of the People's Council, the City People's Committee, the Red Scarf Theater and the Children's Palace block. This area is expected to retain three French architectural blocks including Au Tri Vien, Indochina Treasury and Governor's Court.
The Hanoi Post Office area is also planning to research and demolish a number of inappropriate architectural works, and at the same time research solutions to remind and recreate the image and typical architectural form of the old Bao An Pagoda in the central space within the Post Office campus.
In the southeast area of Hoan Kiem Lake, research into organizing a small commercial space combining coffee and kiosks, emphasizing the Trang Tien axis connecting from Hoan Kiem Lake to the Opera House; Organize the Nguyen Khac Can - Trang Tien alley route into a walking space, and at the same time add and expand access to the Vu Thach Communal House - Temple - Pagoda relic complex from Hang Khay, Ba Trieu and Hai Ba Trung streets.
In the western area of Hoan Kiem Lake, research should be made to extend Nha Tho street to Hoan Kiem Lake connecting with Le Thai To street, creating open space and walking streets; Study the layout of high-end hotel projects on the basis of restructuring the area of the headquarters of Hanoi New Newspaper and Printing House, the headquarters of the City Investigation Police Agency at No. 2 Trang Thi and the surrounding area to serve tourism and socio-economic development.
The area of August Revolution Square, Opera House, National History Museum and surrounding areas are studied to combine the system of squares, flower gardens, museums and landscape architectural space east of Hoan Kiem Lake; connecting Trang Tien axis and Red River landscape boulevard; Developing an open cultural and artistic space behind the Opera House, forming an outdoor performance space combined with existing works.
The plan also studies space reorganization, merging the National History Museum and the old Revolutionary Museum to form a connected cultural complex above ground and underground space. In addition, the project also studies the layout of a new construction project (International Finance Tower) at the old Revolutionary Museum site after merging the two museums. New projects must be strictly controlled in terms of location, height, shape, architecture and viewing axis, not blocking important viewing axes, and not reducing the value of historical and cultural works.
The project also raises the issue of traffic organization and underground space, thereby researching synchronization of ground traffic and underground space, ensuring connection between Hoan Kiem Lake, Opera House, National History Museum and new development areas. Underground space is researched in a multi-functional direction, combining traffic, parking, commerce, services, culture and appropriate support functions. In the square area, the park is expected to arrange from 3 to 3.5 basements, researching to form a complex connecting with C9 - TOD underground station.
Hoan Kiem Ward People's Committee presided over and coordinated with Cua Nam Ward People's Committee to organize public consultation from September 7 to September 26.
