Gedämpfte Mieterhöhungen in diesem Bestand würden über die Wirkung auf den Mietspiegel auch den Mietanstieg insgesamt dämpfen. «Außerdem könnte die öffentliche Hand besser für soziale Durchmischung und für gesellschaftlich ausgerichtete Sanierung sorgen, als es die privaten großen Wohnungskonzerne tun», hieß es in einer Mitteilung.

Die bei einer Überführung von rund 210.000 Wohnungen in Gemeineigentum fällige Entschädigung für die privaten Wohnungsunternehmen veranschlagen die Forscher auf rund 13,5 Milliarden Euro. «Bei kluger Ausgestaltung der Vergesellschaftung wäre das ohne Kürzungen im Berliner Landeshaushalt finanzierbar», hieß es weiter.

Zur Höhe einer solchen Entschädigung gibt es je nach Berechnungsmethode unterschiedliche Schätzungen. So hatte sich im Wahlkampf SPD-Spitzenkandidat Steffen Krach klar gegen eine Vergesellschaftung ausgesprochen und dies auch mit geschätzten Entschädigungen in Höhe von 20 bis 30 Milliarden Euro begründet. Laut IMK reicht die Spannweite der Schätzungen von etwa 10 Milliarden bis zu 36 Milliarden Euro.

Die IMK-Forscher sprachen sich in ihrer Studie dafür aus, bei einer etwaigen Vergesellschaftung vorhandene Strukturen der öffentlichen Wohnungswirtschaft zu nutzen. «Die Wohnungen könnten direkt oder über den Umweg einer vorübergehend eingerichteten Anstalt des öffentlichen Rechts den sechs bestehenden landeseigenen Wohnungsunternehmen übertragen werden.»

Diese würden bereits mehrere Hunderttausend Wohnungen bewirtschaften und über die notwendigen Kapazitäten verfügen, «die natürlich ausgebaut werden müssten». Die Entschädigungen könnten über zusätzliches, vom Land bereitgestelltes Eigenkapital dieser Unternehmen sowie Kredite finanziert werden.
