The secret email between the IT giant's CEO and the region's key manager

That same evening, Cambio's CEO Rami Avidan wrote an email to the operational manager of the nine regions: "Hello Niklas, Do you have a private email that I can use?".

The title of the email was "Dialogue". Niklas Lindberg replied 51 minutes later: "Hello, of course".

We are not told what was discussed in their secret correspondence. Nobody wants to give out their emails.

"Probed the terrain"

Lindberg does not want to be interviewed but writes to SVT: "After we exchanged email addresses, we had no contact that way until May 2024 when I probed the terrain about an opportunity at Cambio".

It was a successful probe.

He remained in his key role for Sussa until April 2025. He was then hired as program director at Cambio – 1.5 years after the first private contact.

"Clear situation"

- It's a clear stalemate, says procurement expert Andrea Sundstrand at Stockholm University.

- A person who is interested in working with the company they are negotiating with should not be involved in the negotiations. It may be to the disadvantage of the procuring authority to sit with a person who has such interests.

This is how Niklas Lindberg responds to the accusations of cheating:

"I understand that it may seem inappropriate. For that reason, I should not have shared my private email and I would have done differently today. All communication regarding Cambio, Sussa and the regions has been handled through official channels."

The CEO doesn't remember

Lindberg's boss at the time, Västerbotten regional director Tommy Svensson:

- If the purpose is to probe the terrain in order to get a future job, that is one thing. It's totally ok. If the purpose is something else, it is inappropriate.

What would be the purpose that you consider inappropriate?

- If in any way you conduct an unofficial communication based on various negotiations or so on, then it is not correct.

Cambio's CEO Rami Avidan writes to SVT that he does not remember why he asked for Lindberg's private email address.
