Ibaneis acted directly to expand BRB and validate the attempt to purchase Master, says PF

New reports sent by the Federal Police to the Federal Supreme Court point to "direct action" by the former governor of the Federal District Ibaneis Rocha (MDB) in the financial strategy of Banco de Brasília (BRB) that made possible the attempt to purchase Banco Master, from Daniel Vorcaro, between 2024 and 2025.

According to the documents, obtained by g1 and TV Globo this Thursday (9), Ibaneis "was not limited to the regular exercise of its institutional prerogatives" and acted directly on four fronts:

authorization of capital increase amounts;

definition of BRB's expansion strategy;

validation of "critical operational decisions";

articulation with private agents.

"The communications demonstrate that relevant strategic decisions were previously submitted for consideration, even before deliberation by formal governance bodies, demonstrating centralization of decision-making and direct political interference in the management of the public financial institution", says the PF.

"Such action is indicative of institutional capture, as the bank's decision structure was aligned with specific interests, to the detriment of the principles of impersonality, morality and public interest", continue the researchers.

g1 and TV Globo try to contact the defense of Ibaneis Rocha, Daniel Vorcaro and Paulo Henrique Costa.

The report is based on messages obtained from the cell phones of Paulo Henrique Costa, who presided over BRB at the time of the transactions, and Daniel Vorcaro, owner of Master until the bank's liquidation. Currently, both are in prison.
