To obtain the extraordinary income and operational continuity allowance (Iscro), the freelancer must participate in professional refresher courses.
The new procedure provided for by the decree signed by the Ministers of Labor and Economy, respectively, Marina Calderone and Giancarlo Giorgetti automates the management of the allowance for VAT numbers of the INPS Separate Management registered on the Siisl digital platform.
The Information System for Social and Work Inclusion automatically pre-fills the Curriculum Vitae and the Activation Agreement by cross-referencing the INPS, Registry and Chambers of Commerce data. If a certified refresher course is not started within three months of signing the Pact, the system reports the beneficiary to the Employment Centers for convocation, while the ministry monitors participation through an annual bulletin.
These are the innovations of the Work-Mef decree which conditions the provision of the allowance on participation in training courses that meet criteria such as the maintenance and updating of the knowledge, skills and competences possessed by the beneficiary for the purposes of adapting to changes in demand in the reference market sector, as well as the acquisition of an incremental level of knowledge, skills and competences compared to those initially possessed.
The professional development courses must be provided by bodies entitled or accredited by the regions and autonomous provinces of Trento and Bolzano to carry out professional training activities, and be aimed at achieving skills relating to professional standards defined and updated annually within the national repertoire. At the end of the courses, at least one transparency document must be issued, consistent with the national skills certification system. In anticipation of the implementation of the worker's electronic file, the certificates are made in open digital format, signed with a digital signature and stored on the Siisl platform.
On the procedural side, the applicant for the Iscro allowance, at the time of the application, authorizes the INPS to transmit to the regions, to the autonomous provinces of Trento and Bolzano, their contact details within the Siisl, as well as the unitary information system of labor policies.
As is known, for applications submitted from 2025, the Iscro beneficiary is automatically registered with Sissl, via INPS, at the time of acceptance. Even if the Iscro allowance ceases upon reaching the maximum duration of use, the registration on the Sissl platform is archived for five years. With the information available, Siisl pre-fills the CV and the digital activation agreement with the data present in the public databases, in particular with information on the personal data, current and previous working conditions, educational and training courses, qualifications, professional titles, certificates and certifications of skills, the subjective conditions that give the right to access the system for the employment of disabled people or to employment facilitation measures.
