Audit reports prepared by the Istanbul Governorship Provincial Directorate of Civil Society Relations regarding Lambda Istanbul, SPoD, HEVİ, LISTAG, Positive Life and Positive Iz associations have been revealed. It was stated that 6 associations had a total of 32 million 149 thousand TL of foreign aid records in their accounts in 2025, that some associations did not submit financial books and documents in the audit reports, and that local and cultural center activities were carried out without permission with irregular records.
FOREIGN AID OF 32.1 MILLION LIRAS IN 2025 ACCOUNTS
The 'Assistance Received From Abroad' items included in the account summaries of the audit reports dated January 1 - December 31, 2025 were evaluated together. Accordingly, it was stated that six associations had a total of 32 million 149 thousand lira of foreign aid records. In the 2025 accounts, the highest foreign aid record with 11 million 199 thousand TL was determined for SPoD, while HEVI's foreign aid record was 7 million 402 thousand TL, Pozitif Yaşam's 7 million 237 thousand TL, Pozitif İz's 2 million 885 thousand TL, LISTAG's 2 million 583 thousand TL, and Lambda Istanbul's 841 thousand TL. It was recorded as 434 TL. It was noted that the foreign aid recorded in SPoD, HEVI and Positive Life constituted approximately 80 percent of the total aid amount of the six associations.
IT WAS DETERMINED THAT THEY RECEIVED HELP FROM EUROPE
In the report on LISTAG, it was stated that separate payments of 5 thousand, 8 thousand and 20 thousand euros were made by the European Endowment for Democracy through Belgium in the 2024-2026 period, in the amounts of 5 thousand, 8 thousand and 20 thousand euros in 2025 and 2026. Among the transfers recorded on behalf of the Dutch Ministry of Foreign Affairs, payments of 31 thousand, 17 thousand and 7 thousand euros were detected. It was reported that there were five separate aid records on behalf of the Federal Consulate General of Germany in the amount of 14 thousand, 7 thousand, 6 thousand, 5 thousand and 3 thousand euros in 2024. The report also stated that 1 million 241 thousand lira of aid was received from the Swedish Consulate General in Istanbul.
MILLION MONEY TRAFFIC WAS DETECTED ON DIFFERENT DATES
In the report of the Positive Life Association, it was stated that there were 26 separate foreign aid records covering the period 2024-2026. It was noted that the United Nations Population Fund, the European Commission, Gilead Sciences and the UK-based UK Online Giving Foundation were among those who provided aid. It was stated that among the payments recorded on behalf of the United Nations Population Fund, there were transfers of 11 million 786 thousand liras, 12 million 380 thousand liras, 9 million 153 thousand liras and 8 million 4 thousand 71 liras on different dates.
IT WAS STATED IN POSITIVE İZ THAT THE FINANCIAL Ledgers AND EXPENSE DOCUMENTS WERE NOT SUBMITTED TO AUDIT
According to the Governorship reports, the financial books of the Pozitif İz Association for the years 2024, 2025 and 2026, as well as the documents for the same years, were not submitted for audit. In this context, it was stated that the issue should be reported to the court in accordance with the relevant article of the Law on Associations. It was evaluated that an administrative fine of 15 thousand liras should be imposed on the president of the association. In the audit report regarding Lambda Istanbul Association, it was determined that the document registry was not kept properly and some documents leaving and arriving at the association were not recorded. For this reason, it was noted that an administrative fine of 11 thousand liras should be imposed on the president of the association. The report also stated that unauthorized local and cultural center activities were carried out at the association headquarters. It was determined that there was no license, economic enterprise tax certificate or local permit obtained from the competent authorities for the activity in question.
