Why It Matters
İstanbul'da etkili olan şiddetli yağışlar, Ayazağa ve Şile başta olmak üzere birçok ilçede su baskınlarına ve sele neden oldu.
Following the heavy rains in Istanbul, work continues in flood-affected areas.
Istanbul Governor Davut Gül evaluated the work carried out in Sarıyer's Ayazağa District and gave information about search and rescue activities, damage assessments and demolition works.
Announcing that three missing people are being searched for, Gül stated that the efforts are continuing. He stated that the searches continue at sea, especially in the Golden Horn, with the participation of the Coast Guard and underwater teams.
Stating that the damage assessment in Ayazağa has been largely completed, Gül stated that the demolition of the structures that hinder İSKİ's stream improvement project has reached the final stage. Gül announced that when the work is completed, 19 shops, two residences, a Quran course, a stadium and stands will be demolished.
Stating that the streams overflowed and flooded in Şile after heavy rains, Gül said that there was no loss of life or stranding in the region. He stated that some of the teams were directed to Şile at night.
DAVUT GÜL'S STATEMENTS
Gül said the following about the latest situation in Ayazağa:
"The search for three of our fellow citizens, whom we have not yet found, continues. We want to find them as soon as possible. Apart from this, almost all of the damage assessment studies have been prepared and identified.
Additional demands come in, and as additional demands come, our teams go to the field and inspect the damage on site.
There were places that needed to be demolished, and the demolition of those places continues. We have one building left, hopefully when we demolish it in the afternoon, all the buildings that are in İSKİ's stream improvement project and that pose an obstacle to its completion will be removed.
Our Urban Transformation Directorate established its office here upon the instructions of our Minister of Environment, Urbanization and Climate Change. Work has begun to inform our fellow citizens who want to undergo urban transformation and want their buildings to be reconstructed through TOKİ.
Therefore, our citizens can build their own buildings with three different options: their own buildings, through contractors, and their own buildings, through TOKİ.
Other institutions do their own work in the field. "We expect and predict that life will normalize significantly, especially in Ayazağa, once the rain stops, and studies show that."
ANNOUNCED THE LATEST SITUATION IN ŞİLE
Referring to the floods in Şile, Gül said:
"There was a great deal of rain and flood in Şile. We transferred a significant part of our teams to that side overnight. We will go there now. Our deputy governor, district governor, AFAD and our coordinating friends were there before.
There are floods as a result of the overflow of streams. There is no loss of life, stranding or any similar negative situation. Therefore, we will work to ensure that the flood of the stream passes, and then to assess the damage and prevent similar floods from recurring."
Gül also stated that the work on the reconstruction of the stadium in another area will be clarified next week and thanked the teams and volunteers working on the field.
"OUR SEARCH CONTINUES"
When journalists asked about the areas where the three missing people were searched, Gül gave the following answer:
"The missing people we are looking for in Pendik are our fellow citizens who are in Gebze, Kocaeli, but are also searched in our country because the cities are intertwined. Therefore, the crime scene of what we are looking for in Pendik is Gebze. It is not Istanbul, but we are looking for it in Pendik. There is a 17-kilometer stream line here, too. We are searching, thinking that this could happen at every stage. In addition, our Coast Guard and other underwater elements are searching at sea, especially in the Golden Horn. Therefore, we are concentrating on a few places. "There is, but our searches continue on land, river, stream and sea for the entire 17 kilometers."
ARE EVACUATION WORKS COMPLETED?
Asked at what stage the evacuation and cleaning efforts were, Gül said:
"Almost all of the evacuations have been completed. That is, after some places are evacuated, water continues to come out from the bottom or water continues to enter from the side, especially basements and similar places. Therefore, our AFAD coordination truck is here. When our citizens say, 'Half a meter of water entered our house again, 30 centimeters of water, or five fingers of water entered or it should be cleaned again,' all the teams are on duty here, they do it as the demand comes. But almost all of the water and mud formed in the first stage is removed." "The ones that were not cleaned, overlooked, not applied for, or applied for later are also cleaned again, my friends."
19 SHOPS, TWO RESIDENCES AND STADIUM ARE BEING DEMOLISHED
Sharing the details of the demolition work, Gül said:
"The place waiting for demolition next to the astroturf field is a lodging consisting of two flats. A permit has been given for our citizens there to move to the new place. It will be completed within 1-2 hours. When the move is completed within 1-2 hours, it will be demolished there.
There were four main problems there. First, it was already in the stream bed. Second, the buildings were not earthquake resistant. Thirdly, the places there were without title deeds and licenses. Therefore, we carried out this destruction by arranging places where those services could be provided in more suitable places, without victimizing our fellow citizens.
A total of 16 shops here, three shops at the entrance of the Neighborhood, 19 shops, two residences, a Quran course, a stadium and the stands of the stadium will be demolished in total.
"In addition, work has begun on the reclamation of the stream, starting from the forest side, and the expansion of trees, sediment and similar narrowings in it."
"TOGETHER WE WILL ELIMINATE THIS PROBLEM"
Giving information about the support provided after the flood, Gül made the following statement:
"Last night, our Minister of Commerce shared on his social media, the Confederation of Turkish Tradesmen and Craftsmen also said that they would transfer 80 million lira to be used for the needs of our tradesmen. Our Ministry had provided an allowance of 200 million lira. Our Ministry of Environment and Urbanization is already the locomotive of the work, AFAD, our Ministry of Internal Affairs is the locomotive of the work. Therefore, everyone is holding on from one end. In the Labor Force Adaptation Program, our Ministry of Labor has a quota of 1000 people. In short, we will eliminate this problem together."
WILL THE SCHOOL IN THE STREAM BED BE DEMOLISHED?
Gül answered the question regarding the condition of the school, which is located close to the structures in the stream bed, as follows:
"Our friends are working on the school. There is a project here, İSKİ's improvement project. The bedrock of the project is clear, it is clear where it will go, it is clear how it will happen. Therefore, the school does not remain in between. But our friends are also doing that work. We are looking at all the alternatives in terms of all institutions and the neighborhood in order to do better."
