Development agencies contributing to Türkiye's sustainable development goals, while carrying out studies in the fields of green transformation, social inclusion, resource efficiency and regional resilience in 2025, provided approximately 2.8 billion liras of support for 1155 projects within the framework of financial, technical and innovative support mechanisms.
DEVELOPMENT AGENCIES SUPPORT ECONOMIC DEVELOPMENT
According to the compilation of the Development Agencies Sustainability Report, in Türkiye, which will host the United Nations Climate Summit (COP31), development agencies are carrying out important activities including environmental, social and governance dimensions within the scope of sustainability. Agencies produce concrete contributions at the regional level in the fields of green transformation, resource efficiency, social inclusion, local development, institutional capacity building and dissemination of good practices.
Development agencies stand out with their role as both policy implementers and mobilizers of local stakeholders in Türkiye's sustainable development journey. Turkey, which has committed to achieving 17 Sustainable Development Goals (SDGs) within the framework of the United Nations' 2030 Agenda by adopting a sustainable development approach, also reveals an important vision to combat climate change with a net zero emission target by 2053. In this regard, development agencies support the economic, social and environmental development of the regions in which they are located.
Agencies contribute to Türkiye's national and international sustainability goals through programs and projects carried out in the fields of green transformation, resource efficiency, social inclusion and environmental compliance. The studies carried out support Türkiye to maintain its competitiveness in the process of harmonization with the European Union Green Deal.
SOGREEN PROJECT RECEIVED 1234 APPLICATIONS IN 2025
The Social Inclusive Green Transition (SoGreen) Project, carried out by the Ministry of Industry and Technology in cooperation with the World Bank, stands out as one of the most comprehensive initiatives in the field of sustainable and inclusive development. With the SoGreen Project, with a budget of approximately 400 million dollars, it is aimed to create green livelihoods for vulnerable groups, especially women and youth, in 81 provinces, and to help SMEs adapt to the green transformation.
Within the framework of the SoGreen Project, the implementation process was started in 2025, and support mechanisms for green transformation, social inclusion and strengthening local livelihoods were put into operation through development agencies. During the year, 1234 applications were made to the acceleration program calls carried out by 15 development agencies. A total budget of 84.8 million lira and agency support of 49.8 million lira was envisaged for successful projects.
On the other hand, as a result of the sustainability-oriented work of development agencies, significant gains were achieved both on a regional and national scale in 2025. Approximately 2.8 billion lira support was contracted by the agencies for a total of 1155 projects within the scope of financial, technical and innovative support mechanisms and thematic regional development programs throughout 2025. With the support provided within the framework of thematic programs, significant contributions were made in terms of green transformation, social inclusion, development of production capacity, increasing employment and strengthening institutional resilience.
AGENCIES SUPPORT THE 2040 VISION
The 2025 sustainability studies of development agencies show that a significant accumulation has been achieved in the fields of green transformation, social inclusion, institutional capacity and local development at the regional level. It is important to move this accumulation to a more strategic, measurable and long-term framework in the future.
In this context, development agencies are expected to strengthen their positions as strategic actors that direct the green, digital, inclusive and resilient development processes of the regions, beyond being project-supporting institutions in the coming period. The field knowledge, stakeholder network and implementation capacity that agencies have at the local level offer a significant advantage in terms of realizing the 2040 vision (green, digital, inclusive and resilient regional transformation perspective) at the regional level.
For development agencies, placing green transformation at the center of regional development programs, creating common indicator sets for measuring sustainability impact, increasing regional resilience and disaster risk preparedness capacity, strengthening programs focused on social inclusion, and improving financing diversity and sustainable investment capacity were determined as priority areas.
