The Number of Public Employees Reached 5 Million

According to the data of the Presidency Strategy and Budget Directorate, the number of public sector employees reached 5 million 417 thousand 126 in the April-June period. This number was recorded as 5 million 289 thousand 449 people in the second quarter of last year. Thus, the number of people employed in the public sector increased by 127 thousand 677 people in the second quarter of the year compared to the same period of the previous year.

It was seen that 3 million 582 thousand 25 of the personnel working in the public sector were permanent workers, 419 thousand 801 were contracted, 1 million 267 thousand 501 were permanent workers, 50 thousand 418 were temporary workers, and 97 thousand 381 were in other categories.

When the sub-distribution of public sector personnel was examined, it was determined that 3 million 676 thousand 689 people, corresponding to 67.9 percent of those employed here, worked in public administrations within the scope of the general budget. In the second quarter of last year, 3 million 595 thousand 888 people were working in public administrations within the scope of the general budget.

While 321 thousand 348 people were employed in the Council of Higher Education (YÖK), universities and high technology institutes in the second quarter of last year, the number increased by 3 thousand 673 in the second quarter of this year, reaching 325 thousand 21. The number of employees in social security institutions increased by 363 people in the said period, reaching 42 thousand 500.

In the same period, the number of employees in other special budget administrations increased by 7 thousand 626 people to 111 thousand 792, and the number of personnel in other public administrations increased by 146 people to 6 thousand 385. The number of personnel in municipalities, their affiliates and local government unions increased by 2,407 compared to last year, reaching 174,077. The employment rate in municipal economic enterprises increased by 31 thousand 15 from 665 thousand 163 to 696 thousand 178 in the same period.

While 7 thousand 991 people were employed in special provincial administrations in the second quarter of 2025, the number increased by 169 people to 8 thousand 160 in the second quarter of this year.
