Urban transformation strategy documents will be made mandatory

According to the information compiled by the AA correspondent from the 2027 Presidential Annual Program, studies on the transformation of the building stock that does not comply with the standards will accelerate as a significant part of Türkiye is at risk of disasters, especially earthquakes.

In this context, emphasis will be placed on programs that encourage urban transformation and studies that will increase social awareness in order to create disaster-resistant residential areas that comply with the needs of the social structure and sustainable urbanization principles.

Within the scope of Law No. 6306 on the Transformation of Areas Under Disaster Risk, 292 risky areas have been declared in 59 provinces so far.

1696 institutions and organizations, including universities, public institutions, non-governmental organizations, building inspection organizations and building laboratories licensed by the Ministry of Environment, Urbanization and Climate Change, operate for the detection of risky buildings.

Within the scope of these studies, 1 million 480 thousand independent units were determined to be risky, while the number of independent units included in the scope of urban transformation including transformation areas reached 2 million 761 thousand.

Within the scope of the "Half of It is on Us" campaign carried out in Istanbul, 86.7 billion lira support was provided for 70 thousand 416 independent units. Within the scope of the campaign, a total of 1 million 875 thousand lira support is offered to homeowners, including 875 thousand lira grant, 875 thousand lira loan and 125 thousand lira eviction support.

Legal processes will be accelerated in urban transformation

Within the scope of the program, new steps will be taken to carry out urban transformation practices with the understanding of on-site transformation in accordance with the texture, aesthetics and identity of the cities.

In this direction, holistic applications will be developed that take into account different urban problems and transformation needs. Studies will be carried out in line with the environmental, social and economic characteristics of areas in need of transformation, especially Istanbul.

Legislative arrangements will be made to make the preparation of urban transformation strategy documents mandatory.

In addition, studies will be carried out to establish specialized courts in order to eliminate the legal problems encountered in transformation practices, increase participation in reconciliation processes and resolve disputes more quickly.

Transformation will accelerate against possible Marmara earthquake

Work on the renewal of risky building stock against a possible Marmara earthquake will also be among the priorities of the program.

In this context, social awareness about urban transformation will be increased and the transformation process will be accelerated with incentive programs.

On the other hand, it will be important to take into account disaster and climate hazards, the risk status of the building stock, and social and economic difficulties when prioritizing transformation areas.

In urban transformation applications, it will be aimed to develop different transformation models suitable for the characteristics of the areas and the needs of the cities.
