Le gouvernement revendique un effort de 54 milliards d'euros, dont 43 milliards de mesures nouvelles, pour ramener le déficit public à 5% du produit intérieur brut (PIB) après un dérapage attendu à 5,4% cette année. La dette atteindrait 121,7% du PIB l'an prochain, un record.

«Le Haut Conseil considère qu'il est essentiel que l'effort prévu en 2027 soit intégralement réalisé», a prévenu Amélie de Montchalin, présidente du HCFP, lors d'une conférence de presse. «Il en va de notre capacité à reprendre le contrôle de la dette, à préserver notre souveraineté financière. Ce n'est donc pas un problème pour demain, mais bien pour aujourd'hui», a ajouté celle qui préside également la Cour des comptes et fut ministre des Comptes publics jusqu'à début 2026.

Alors que le gouvernement mesure l'effort budgétaire par rapport à la trajectoire spontanée des finances publiques à politiques inchangées, le HCFP le chiffre plutôt à 40 milliards d'euros hors charge d'intérêts de la dette. L'effort d'économies est réduit à 28 milliards en tenant compte du coût de la dette, qui augmentera de 12 milliards d'euros à 91 milliards, selon le gouvernement.
