Mersin Metropolitan Municipality Secretary General Olcay Tok, who was detained during the corruption investigation in Mersin, claimed that he wanted to retire 2 years ago due to the irregularities he saw in the institution, but his request was not accepted.
The statement given to the prosecutor's office by Tok, who was among the 59 suspects detained in the simultaneous operation carried out on October 1 within the scope of the investigation carried out by the Mersin Chief Public Prosecutor's Office, was found.
Tok stated that he started working at the Metropolitan Municipality in 2019, and that he was pushed back 6 months in 2021 due to some events that angered him.
Stating that he gave a statement at the police station after being taken into custody, Tok made the following statement:
"But later, when I was in custody, I thought about it. I saw innocent people and the guilty people who caused them to be detained. Since the allegations against the people who caused all this need to be known, and I want the investigation to be carried out properly, properly and fairly, I will tell what I know and see to help my state."
DETAINED ACCUSED HIS PRIVATE SECRETARY
Making allegations against Private Secretary Doğukan Uyan, who was arrested after being detained in the "tender rigging" and "bribery" operation against the Metropolitan Municipality on March 11, 2026, Tok said the following:
"After establishing power in the municipality, Doğukan Uyan benefited himself by placing commissions on the tender price, especially in open tenders of 5 million liras and in bargaining tenders made in accordance with Article 21-B. Since I am not related to how and in what way the money traffic is carried out, I have no information on this issue. Moreover, I know that some people were placed in the units with the knowledge of the Mayor, as a result of Doğukan's guidance."
Regarding the solid waste tender of the Metropolitan Municipality, Tok said, "If I remember correctly, this tender was won by a company in 2019 for around 70 million. The owner of the company is A.A. I know that once, Aslı Gür, who works in the municipality, received 1 million 750 thousand liras from A.A's son. Aslı Gür has been working at Seçer Tarım since her childhood. Later, she was hired in a company of the municipality. However, she works as a private secretary. Money "Aslı Gür takes care of her work." made claims.
Stating that a different company will be on the agenda in the solid waste business after 2022, Tok claimed that Vahap Seçer and Doğukan Uyan decided to give the job to this company in his environment.
Olcay Tok also claimed that a company sent 4.5-5 million liras twice under the name of "advantage" regarding the parks and gardens tender.

Explaining the irregularities that he claimed occurred in some tenders in the municipality, Tok said:
"I was now disturbed by the irregularities committed by Doğukan. I personally conveyed this to the Mayor (Vahap Seçer) about returning to the old system. The Mayor said to me, 'I am aware of everything'. I could not insist further on this. I started to cling to my job, thinking that things would get better again and we would return to the old way, but then the Mayor called me on the phone and informed me that the system would continue as Doğukan had said. In summary, Doğukan Uyan's position in the municipality "Those who objected to the irregular procedures were excluded from the system. I have not been involved in the appointment of any department heads in the municipality for about 3.5 years. Under normal circumstances, I would have to personally intervene in these appointments. I wanted to retire in October 2024, first it was accepted, then it was not accepted."
