Mladenov stated that significant obstacles remain for a two-state solution in Gaza

In his speech at the panel held at the Hili Forum in Abu Dhabi, Mladenov stated that some progress has been made in improving the living conditions of more than 2 million Palestinians living in harsh conditions in Gaza, but significant obstacles continue.

Stating that Israel's restrictions on the entry of construction materials and humanitarian aid are among these obstacles, Mladenov said, "If the Gaza plan is not implemented, the two-state solution will become practically impossible."

Noting that the establishment of a transitional administration in Gaza, the elimination of weapons and Israel's withdrawal will enable the return to political negotiations, Mladenov noted that these steps are necessary.

"No one will leave their homes"

Mladenov, who stated that negotiations are being held with two more countries that are likely to join the "International Stabilization Force" (ISF), but did not name them, confirmed that Hamas agreed to surrender its heavy weapons in July regarding disarmament.

Referring to the voters in Israel, Mladenov said, "This is where we are stuck. Israel is in the election period and this complicates things for internal and political reasons." made his assessment.

Stating that he believes that they need to get away from the "constant tragedy" in Gaza, Mladenov said, "People are looking for a way out. Neither the Palestinians nor the Israelis are going anywhere and no one will leave their homes." he said.

The need for humanitarian aid continues in Gaza

Stating that humanitarian aid inflows to Gaza increased after the ceasefire, but this did not meet the needs of the people, Mladenov said that the negotiations with Israel regarding humanitarian aid were "difficult but positive".

Stating that reconstruction is still a distant goal, Mladenov said, "We are far from reconstruction, but we need to move forward in early recovery." he said.

Noting that the amount and type of aid entering Gaza should be increased, Mladenov stated that he is hopeful for positive news to come in the coming weeks.

Emphasizing that the solution should be reached in a short time, Mladenov said, "People in Gaza live in terrible conditions and they cannot continue to spend another winter in the situation they are in now." he said.

The road map for the second phase of the ceasefire was announced

Gaza Peace Council High Representative Mladenov announced that Hamas had accepted a detailed road map for the implementation of the second phase of the ceasefire agreement.

US President Donald Trump also announced that the Peace Board had reached an agreement with Hamas and other armed groups in Gaza to lay down arms.

Hamas had stated that it was positive about the negotiation process with Palestinian groups and the suggestions offered by the mediators for the completion of the second phase. Hamas had emphasized that it was essential for Israel to stop its attacks and to establish a timetable for the agreed upon issues, and that the implementation of the second phase depended on Israel fully fulfilling its obligations in the first phase.

The National Committee for Gaza Administration also announced that it had completed its institutional and operational preparations to take over the management of the Gaza Strip.

Israeli Prime Minister Benjamin Netanyahu announced that they rejected the 15-item plan announced by the Peace Board regarding the implementation of the second phase of the ceasefire in Gaza.

The first phase of the ceasefire agreement in the Gaza Strip entered into force on October 10, 2025. Despite the agreement stipulating a ceasefire, prisoner exchange and increased humanitarian aid, Israel's attacks and restrictions on aid entry continued.
