"Rzeczpospolita" wrote today that the Ministry of Defense is working on a draft law on the state's full readiness in the event of war. This was confirmed by the deputy head of the Ministry of National Defense, Cezary Tomczyk, on RMF FM. Our guest said in the Morning conversation on RMF FM that the ministry has been preparing regulations for several weeks that are to be "just such a pre-war act" and concern, among others, transfer of allied troops within the country.

The Minister of National Defense, Deputy Prime Minister Władysław Kosiniak-Kamysz, asked today about work on the project during a briefing in Dąbrowa Górnicza, said that "it is also about adapting the law and drawing conclusions from the war in Ukraine."

We analyzed the changes that were made there, of course in that legal reality. You don't transfer it one to one, but there are some inspirations and certainly tips that come from it, he said.

The head of the Ministry of National Defense announced that the act will concern, among others, "regulations between individual authorities" or crisis management situations. He stressed that "I don't want to scare anyone," but the government's duty is "to be ready, to be prepared for the most difficult scenarios."

We would certainly be a government that would not deserve to be called responsible if we did not inform, Kosiniak-Kamysz noted.

As he said, without information about potential threats, "it is impossible to build a strong society."

If foreign missiles violate our airspace, if drones fly right next to the Polish border, if in the Lublin region and Podkarpacie we are obliged to send alerts non-stop because there is a threat, because there are sabotage actions, because the GPS signal is disrupted, because cables are being cut on the bottom of the Baltic Sea, for God's sake, when will there be a threat situation, if not at such moments? When should we talk about it, if not now? When should we prepare? - he asked.

The regulations being worked on by the Ministry of National Defense are intended to allow, among others: on:

earlier transfer of troops, including allied ones,

linking the Polish Defense Response Plan with the NATO Response System document,

preparation of infrastructure,

expanding the number of entities participating in the permanent duty system and the state defense management system,

regulating the work rules of civilian employees in management positions with limited possibility of returning home,

introducing a change regarding operational planning in the non-military area, as well as in the documentation regarding defense programming,

changing the rules of training, defense courses, and conducting defense exercises.

"Rzeczpospolita", which reported this, also reported that the National Security Bureau was waiting for the project to be sent.

Open Questions

  • When will the bill be submitted to the Sejm?
  • What will be the exact costs of implementing the new regulations?
