Bajo su liderazgo, el Bloque alcanzó en 1997 los 18 diputados, superó al PSOE y se convirtió en la segunda fuerza de la Cámara. Frente al expresidente Manuel Fraga protagonizó algunos de los choques más duros de aquella etapa, en un pulso político que sólo se suavizó en sus últimos compases.

Su trayectoria, sin embargo, había comenzado mucho antes. Participó en la fundación del Partido Socialista Galego en los años sesenta, desarrolló una larga carrera académica y en 1972 publicó O atraso económico de Galiza, una de sus obras más conocidas y un texto de referencia para entender la estructura económica gallega.

La ruptura con el BNG llegó en 2012. Beiras abandonó la formación después de tres décadas de militancia, impulsó Anova-Irmandade Nacionalista y poco después encabezó Alternativa Galega de Esquerda, la alianza con Esquerda Unida que irrumpió en las autonómicas de aquel año con nueve diputados y relegó al propio Bloque a la cuarta posición.

Nunca llegó, sin embargo, a retirarse del todo. Continuó participando en debates, actos y alianzas de la izquierda gallega y, ya de forma más simbólica, reapareció en 2024 para pedir el voto para Ana Pontón y defender un Gobierno gallego ligado a los "intereses nacionales y de clase".

Las primeras reacciones han llegado minutos después de conocerse su muerte. La portavoz nacional del BNG, Ana Pontón, ha asegurado que Beiras deja "una gran huella en varias generaciones de gallegos y gallegas" y lo ha recordado como un referente de "coraje, compromiso y amor por Galicia".
