Why It Matters

The peace process was initiated between Armenia and Azerbaijan after the 2nd Karabakh War in 2020. On August 8, 2025, the draft peace agreement was initialed in the USA.

Pashinyan spoke at the narrowly attended meeting of leaders within the scope of the Commonwealth of Independent States (CIS) Leaders Summit held in the Avaza region near Turkmenbashi city of Turkmenistan.

Referring to the peace process with Azerbaijan, Pashinyan reminded that the draft peace agreement was initialed at the summit held by US President Donald Trump at the White House on August 8, 2025.

Pashinyan noted that they have come a long way to reach peace after the 2nd Karabakh War in 2020, and that Russian President Vladimir Putin played an important role in achieving a ceasefire between the two countries.

Nikol Pashinyan said, "Peace between Armenia and Azerbaijan is a realized phenomenon. In the last 2 years, the parties did not open fire on each other, and there were no deaths or injuries. This is the situation today, unlike the past period when people from both sides died and were injured every year for more than 30 years, starting from the 1990s." he said.

Touching on his relations with Azerbaijan, Pashinyan said:

"Azerbaijani railways have been open to freight transportation to Armenia for about a year. Bilateral trade between Armenia and Azerbaijan has started. A 12-kilometer section of the state border between Armenia and Azerbaijan has been determined and marked."

Pashinyan said that the Trump Route for International Peace and Prosperity (TRIPP) will be implemented in the near future and said, "This project will enable the opening of transportation links between Armenia and Azerbaijan. This includes the connection between the northern and southern regions of Armenia through the territory of the Nakhchivan Autonomous Republic of Azerbaijan, and the connection between the mainland of Azerbaijan and the Nakhchivan Autonomous Republic through the territory of Armenia." he said.

Stating that TRIPP will be realized on the basis of respect for the sovereignty, territorial integrity and jurisdiction of states, Pashinyan said:

"New international logistics routes extending from east to west and south to north will also be opened. These include the establishment of a railway connection between the Persian Gulf and the Black Sea through the territories of Iran, Azerbaijan's Nakhchivan Autonomous Republic, Armenia and Georgia. TRIPP will provide new logistics opportunities to all countries in the region, including the CIS countries."

Pashinyan stated that the peace established between Armenia and Azerbaijan is not perfect and that there are humanitarian issues awaiting solution, and that he meant determining the fate of missing persons, mine clearance problems and issues related to detained persons.

Pointing out that there has been an increase in negative discourses both in Armenia and Azerbaijan, even at the official level, Pashinyan emphasized that even if such developments bring some problems to the agenda, they no longer question the fact that permanent peace exists.

Pashinyan said, "It is necessary to understand that a conflict that has lasted more than thirty years cannot be ended suddenly, as if turning off a light switch. This requires time and determination. After many losses, pain, hostility, disagreements and many years of conflict, there was a belief that peaceful coexistence between Armenia and Azerbaijan was no longer possible. With the support of Azerbaijani President Aliyev and our international partners, we achieved what seemed impossible." made his assessment.

Emphasizing that the peace achieved between the two countries must be preserved, Pashinyan said:

"This achievement primarily serves the people of Armenia and Azerbaijan and contributes to the strengthening of the independence of the two countries. This peace serves the future generations of Armenia and Azerbaijan. Work towards the signing and final approval of the peace agreement between Armenia and Azerbaijan must continue. We are moving forward on this path. I hope and believe that we will achieve our ultimate goal together and in cooperation."
