PF points out cash payments from Roberta Luchsinger to employees of the Ministry of Social Development

The messages analyzed by the PF show that businesswoman Roberta Luchsinger kept suitcases with large amounts of cash to make payments. In March 2023, in a conversation, Ulisses Barbosa, Roberta's personal assistant and driver said:

"I brought the suitcase. One side has 500k - 500 thousand. I give the other side what's left of the suitcase, 90 thousand more or less."

According to the newspaper "Estadão", part of these amounts was given to businessman Fernando Bittar, former partner of Fábio Luís da Silva, known as Lulinha, son of President Lula. TV Globo confirmed that this information was extracted by the PF from Roberta's cell phone.

According to the messages, the businesswoman ordered Ulisses Barbosa to hand over R$193,000 to Bittar. The Federal Police also identified messages in which Roberta Luchsinger ordered her driver to make payments in cash to two employees of the Ministry of Social Development. A few months later, on June 2, 2023, Roberta asked Ulisses Barbosa:

"Go to my room and in my closet at the top there is a bag with money. You can take 60 thousand, please, to make some payments for me."

Roberta said that the deposits are in several accounts and sent two accounts to the driver: "Do it in these two, do 20 and 20". And then he added: "It's 20 here too", in a third count. And he asks: "Yesterday they left a package there? If so, you can do 20 more on this one."

Almost three hours later, the driver wrote: "I'm already at the bank. Above 50 thousand per day, by CPF, the girl said that the Central Bank is already keeping an eye on it. It's already triggering an alert there. Just letting you know...". Roberta replied: "Okay. You can do it."

The driver then sent photos of two deposit receipts worth R$20,000. One for Rannier Costa Ciriaco, deputy executive secretary of the Ministry of Social Development. The other deposit went to José Martinho Ferreira, head of the ministry's ceremonial department.

Six months after these payments, the Ministry of Social Development signed a contract with the company 3Structure, owned by technology businessman Cleber Ribas, who was represented by Roberta Luchsinger. In December 2023, the ministry hired Cleber's company for more than R$31 million. In November 2025, there was an addition of R$2 million and, in April 2026, the ministry signed a new contract with the company worth R$19 million.

The Ministry of Development denied that there had been favoritism in the bidding for technology services carried out through electronic auction. The ministry also stated that the two civil servants mentioned have no connection with this area and that they did not participate in the bidding.

Jornal Nacional did not receive any response from the defenses of Roberta Luchsinger, Fábio Luís Lula da Silva, Rannier Costa Ciriaco, José Martinho Ferreira and Cleber Ribas. Jornal Nacional was unable to contact the defenses of Ulisses Barbosa and Fernando Bittar.
