The PF drew attention to the volume of transfers made by Frias and stated that his monthly income, of R$44,008.52, puts “the financial backing into question” for transfers of R$645.4 thousand in an interval of less than 60 days.
The movements took place during the period when “Dark Horse” was filmed in São Paulo: the recordings were carried out between October 20th and December 7th, 2025.
NTT Brasil is managed by businessman Heric Dias and, according to the investigation, is linked to a business group that includes suppliers contracted by the Instituto Saber Brasil (ICB). The institute is chaired by Karina Gama, who is also the owner of Go Up.
“It is also worth highlighting the sending of R$ 645,400.00 to Go Up by Federal Deputy Mário Frias himself, whose monthly income reaches the amount of R$ 44,008.52, putting into question the financial support to support the transfers made to Karina Gama's legal entity in the short space of less than sixty days”, stated the PF in the report.
In the period analyzed, between November 10 and December 30, 2025, Go Up handled around R$19 million: R$8.9 million in credits and R$10 million in debits. The operations appear in financial communication analyzed by the PF and were classified as atypical.
Among the main recipients of the resources transferred by the producer are Hotel Unique, which received R$ 906.7 thousand, and Foodflix Alimentação, with R$ 653.1 thousand. The PF also identified payments to companies operating in the production area.
The investigators highlighted the nature of these expenses — which included accommodation in a high-end hotel, food and production services — and the temporal coincidence between part of the financial transactions and the recording of “Dark Horse”.
According to the investigators, Dinâmica Editora and Instituto Super Poder Educacional, identified as members of the same business group, together received around R$700,000 from ICB under Development Term No. 971232. Subsequently, NTT Brasil, managed by Heric Dias, transferred R$750,000 to Go Up.
The investigation also identified previous links between people linked to Heric and Mário Frias' group. Luiza Tessari Dias, the businessman's wife, donated R$70,000 to the deputy's campaign in 2022, according to TSE data cited by the PF.
The PF itself points out, however, that the available elements do not allow it to be stated that the R$750,000 transferred by NTT originated directly from resources received from the ICB. For researchers, the coincidence between values and the temporal proximity of operations are relevant circumstances for financial analysis.
“With regard to the present case, as already highlighted in a separate topic, such facts become relevant insofar as, in the same period, Heric Dias' NTT Brasil sent R$ 750,000.00 to Go Up Entertainment, an amount almost exactly corresponding to the R$ 700,000.00 that Dinâmica Editora and Instituto Super Poder Educacional, from the same business group, received from ICB within the scope of Development Term no. 971232, the object of which was only attempted to be executed in 2026, therefore, after the period now discussed”, stated the PF.
Mário Frias and others under investigation were the target of a Federal Police operation this Thursday (10), which investigates suspicions of misappropriation of public resources allocated through parliamentary amendments. The decision by Minister Flávio Dino, of the Federal Supreme Court (STF), authorized searches against more than 50 people being investigated.
The investigation began based on irregularities identified in the execution of parliamentary amendments destined, among other entities, for the Instituto Saber Brasil (ICB), chaired by Karina Gama. Frias allocated R$2 million to the institute through two parliamentary amendments.
According to the PF, part of the resources was transferred by the ICB to companies contracted to carry out the projects. The investigation identified links between some of these suppliers, businesspeople linked to them and people close to Frias.
