The first piece of the puzzle that will make up the government's housing plan is starting to take shape, for the part dedicated to the redevelopment of public housing, and which before the summer break, at the end of last month landed on the tables of a meeting of the control room at the Ministry of Infrastructure. The engines are hot, to the point that Commissioner Felice Squitieri, director of the match, was a guest of the League's Territorial Table, where he «illustrated the working lines of the Plan» as well as, precisely, «the first 700 million euro tender», as reported in a note from the Northern League signed by Stefano Locatelli, head of the party's local authorities. The first days of September are circled in red on the calendar: in fact, the publication of the 700 million tender for the renovation of unusable public housing is expected upon resumption after the summer suspension. Only at a later stage, yet to be defined, will the second tender of 270 million arrive, dedicated to social residential construction.
But let's go in order. According to sources close to the dossier, the distribution of resources should take place in two phases. An initial tranche of 700 million will be distributed among the Regions on the basis of the size of the ERP assets, using as a reference the data from the latest available census, dating back to 2021, which also includes the accommodation managed by the Municipalities. Once the territorial division has been defined, the interventions to be financed will then be identified on the basis of the properties indicated at regional level.
The recipients of the resources will be home companies, "in house" entities and municipalities that own or manage the public housing stock. These subjects will present the applications, indicating the list of properties on which to intervene, the type of work and the implementation times: the request for the presentation of these lists will be a notice, prepared by Invitalia (the implementing body of this leg of the Plan), in conjunction with the MIT.
The architecture is complex. In addition to concentrating resources on immediately recoverable housing, there is also an issue of territorial balance. The combination will have to balance the need to finance properties scattered across the territory, while preventing some Regions from draining all the available resources: the easiest example is that of Lombardy which would have the requirement to spend the entire first 700 million on its own. Same thing also in other regions, such as Veneto, Emilia-Romagna, Piedmont or Tuscany. On the other hand, it will also be necessary to prevent the funds from being allocated to Regions that do not have sufficient unusable properties to spend them. The final objective is to reduce the number of properties currently unused, because they need extraordinary maintenance or redevelopment interventions. And this is also what we would be thinking about.
The orientation would be to provide for payments based on the progress of the works (Sal), with a calendar as follows: 15% advance, 25% in January and 45% in July, the month by which the construction site must start, under penalty of revocation of the resources. The balance will finally be collected for assignable accommodation. Another important point under study concerns families on the waiting list. The start of the renovation works will lead to a simultaneous assignment of the accommodation, making the rankings scroll (which currently has around 300 thousand families in the queue). In this way, after the redevelopment it will be possible to immediately use the accommodation, avoiding generating a collateral problem of illegal occupations.
