O objetivo foi atestar que os programas responsáveis por receber, processar e totalizar os resultados das urnas eletrônicas estão de acordo com as versões que foram assinadas digitalmente e lacradas pela Justiça Eleitoral ainda em setembro deste ano.

Também foi emitida a zerésima, que mostra que não há nenhum voto na urna, da votação presidente e vice-presidente. O documento foi assinado pelo secretário de Tecnologia da Informação do TSE, Júlio Valente, e por observadores internacionais.
