Strengthening security around Moulins-Yzeure prison after mortar fire

Several mortar shots recorded at the end of August and beginning of September around the Moulins-Yzeure penitentiary center led the Allier prefecture to strengthen security measures in the sector on Friday. The facts were reported to the police on August 28 and 29 in the afternoon, then on September 4 in the early evening.

The prefecture considers that “the repetition of these facts in the immediate vicinity of the penitentiary establishment constitutes a risk for the safety of its staff, the people present near the site as well as for the security of the establishment”. Several bans have therefore been put in place within the perimeter of the prison, in particular concerning the carrying of weapons and the use of smoke bombs, firecrackers or fireworks.

Threats targeting staff

The wearing by individuals of “objects intended to conceal all or part of the face so as not to be identified” is also prohibited, as is the possession of protective equipment. These provisions intervene “in a context requiring particular vigilance in the face of the risks of acts of violence, intimidation or threats targeting prison administration personnel,” specifies the prefecture.
