Ten years after the earthquake that hit Amatrice and Central Italy on 24 August 2016, the preventive surveillance activity of the National Anti-Corruption Authority (Anac) on public reconstruction continues. The Authority has so far examined 1,227 award procedures, equal to over 33% of the 3,667 planned interventions, for a total value of more than 2.17 billion euros, corresponding to 44.76% of the 4.85 billion investments envisaged by the Extraordinary Commissioner's program.
According to data released by Anac, in the month of July 2026 alone, 60 opinions were defined and five new award procedures were analyzed for a value of approximately 16 million euros. The average value of the procedures subjected to prior verification is approximately 1.77 million euros.
Overall, the Authority issued 4,470 opinions, with an average of 3.6 assessments for each procedure examined. From 1 January 2021 to 30 June 2026, the period coinciding with the current Anac council, 786 procedures were evaluated, 64% of the total, and 3,262 opinions were issued, equal to 73% of the overall total.
"The Anac's support action was an effective safeguard of legality and transparency, contributing significantly to the quality of the documents and the prevention of administrative disputes and, as far as is known, episodes of corruption", states the president of the Authority, Giuseppe Busia. In the same period, Anac highlights, only nine cases of litigation were recorded and none involved the challenge of the opinions expressed by the Authority.
For Anac, the reconstruction of Central Italy today represents a real "laboratory" for experimenting with innovative solutions, both for the geographical extension of the interventions and for the amount of resources used. However, some critical issues remain linked to the urgency of the procedures and the not always complete application of the guidelines provided by the Authority.
Particular attention was also dedicated to verifying any conflicts of interest between those responsible for the procedure, tender commissioners and other parties involved, as well as checking the requirements of the successful economic operators and subcontractors, with in-depth analysis of pending criminal proceedings, tax situations and possible violations of the anti-corruption clauses.
Finally, the Authority reports an increase in checks in the executive phase of contracts. The checks on awards and subcontracts in fact represented 42.7% of the opinions issued, compared to 24.5% in 2021. A figure which, according to the Anac, confirms the progress of the construction site of the works and the increase in subcontracting in larger works.
