海馬士多管火箭系統約8億元的首期款項5月31日到期,國防部日前已依預算法第84條申請緊急動支首期款。行政院主計總處今晚表示,公文已報送行政院並且刻正簽辦中。
行政院長卓榮泰19日率國防部長顧立雄等部會首長赴立法院提出專案報告,行政院20日加開臨時院會,通過「國防特別預算案,就第一批對美軍事採購預算採一年一期編列,擬定總經費需求約2949億9098萬元,今年編列88億元,送立法院審議。
不過,為確保海馬士多管火箭系統及時付款,國防部已依預算法第84條申請動支首期款。根據預算法第84條規範,特別預算的審議程序,準用本法關於總預算的規定。但合於前條第一款至第三款者,為因應情勢的緊急需要,得先支付其一部。
