海馬士多管火箭系統約8億元的首期款項5月31日到期，國防部日前已依預算法第84條申請緊急動支首期款。行政院主計總處今晚表示，公文已報送行政院並且刻正簽辦中。
行政院長卓榮泰19日率國防部長顧立雄等部會首長赴立法院提出專案報告，行政院20日加開臨時院會，通過「國防特別預算案，就第一批對美軍事採購預算採一年一期編列，擬定總經費需求約2949億9098萬元，今年編列88億元，送立法院審議。
不過，為確保海馬士多管火箭系統及時付款，國防部已依預算法第84條申請動支首期款。根據預算法第84條規範，特別預算的審議程序，準用本法關於總預算的規定。但合於前條第一款至第三款者，為因應情勢的緊急需要，得先支付其一部。
