UK newspaper review: Andy Burnham's first parliamentary appearance and political shake-ups

A number of the papers look forward to Andy Burnham's first parliamentary appearance as prime minister.

The Guardian says his statement to MPs will "drive home" his pledge to bring more essential services back into public control. The paper has spoken to a Downing Street source who says Burnham's statement will be all about proving that he can "bring back hope". The Sun says this marks the end of the prime minister's "honeymoon", and says now he will have to deliver on Britain's real problems of "welfare, a flatlining economy" and defence.

Some hints on the government's plans for that last issue are in the Times where the Chancellor, John Healey, says he will set out a "clear path" to spending 3% of national income on defence in the Spring. But he warns that will mean "difficult" decisions in the Budget this autumn.

Kemi Badenoch's shake-up of her Conservative shadow cabinet over the Bank Holiday weekend is hailed as a "ruthless reshuffle" by the Daily Mail, which says she is getting the Tories "ready for battle" amid rumours of an early election. The Financial Times believes Badenoch's first goal should be to restore the Conservatives to their "traditional position" as the country's "major right wing party".

The Daily Express highlights a report backed by the former defence minister, Al Carns, which urges the government to drop its Northern Ireland Troubles Bill over fears it could trap soldiers in "endless legal jeopardy". Carns is quoted as warning that "justice is not served when the process itself becomes the punishment". Ministers say the existing Legacy Act protects terrorists and leaves veterans exposed, while their plans will fix a "broken system".

The Daily Mirror says Ghislaine Maxwell is preparing to "beg" US President Donald Trump for her "freedom". The paper believes it is her "last hope" to end the 20-year prison sentence she is currently serving for procuring girls for Jeffrey Epstein.
