A homeless Algerian sentenced to 30 years in prison for the murder of a septuagenarian woman in Mulhouse

A homeless Algerian was sentenced to 30 years in prison on Wednesday before the Haut-Rhin assizes for having stabbed a septuagenarian woman in 2022 in a residence for the elderly in Mulhouse. Amin Mohamed Issam, 39, of Algerian nationality, had been on trial in Colmar since Monday for violent robbery leading to death. The court followed the requisitions of the attorney general, Alexia Marquis, who had pointed to a crime with a purely “villainous” motive. “The victim was only an obstacle between him and the objects he coveted,” she said.

Two other homeless people, also Algerians, were prosecuted for receiving stolen goods. They were both sentenced to six months in prison. On June 6, 2022, the victim, Chantal Kempf, 70, was found dead in the bathroom of her room. At least a dozen stab wounds were made to him. The day before, a resident thought she heard the victim calling for help but did not raise the alarm. Another had pushed away the homeless man who tried to break into her room.

The three suspects were arrested the afternoon the body was discovered. Amin Mohamed Issam had the septuagenarian's bank and identity cards on him. Under the obligation to leave the territory at the time of the events, he is known in Belgium, Switzerland or the Netherlands under different aliases and was convicted of rape in Spain.

In France too, he is accused of similar acts, which he is accused of having committed in Dijon in 2013 against a student. In court, this man suffering from throat cancer had difficulty making himself understood. The psychologist expert described a person without empathy, “indifferent to others and to himself”.
