The "Communiqué on the Procedures and Principles for Determining the Compliance of Leaf Cigarette Paper with Technical Regulations" prepared by the Ministry of Agriculture and Forestry was published in the Official Gazette and entered into force.
With the communiqué, the procedures and principles for determining the compliance of leaf cigarette paper with technical regulations were regulated.
While the communiqué covers cigarette paper sheets supplied to the domestic market, the cigarette paper produced in Türkiye for export purposes was excluded from the scope.
According to the regulation, the compliance with the technical regulations of the type of product that will be produced in Türkiye or imported and placed on the market will be determined by examining the compliance with the regulations of the inputs declared for the type of product and the packaging of the product placed on the market.
COLOURANT CANNOT BE USED
Colorants cannot be used in the production of cigarette paper, except for flavoring, sugar and/or sweetener and those used to whiten the paper.
Input notification and toxicological data tables for leaf cigarette paper will be prepared in accordance with the explanation guide and tables published on the Ministry's website. In these tables, the names of the inputs used in the product type will be written in Turkish, and their Latin names, if any, will be stated in parentheses.
In the production of cigarette paper sheets, the cigarette paper, the ink used on the cigarette paper, its adhesives and/or the product cannot contain any of the ingredients specified in the list.
The Ministry will present the inputs provided in order to inform the consumer to the public, paying particular attention to the protection of trade secrets created by product formula information.
PACKAGING RULES
The outer surface color and tone of the unit package and grouping must be Pantone 448 C Matte finish, the gloss level must be below 20 percent, and the inner surface color must be the same tone or white.
In addition, the inner and outer surfaces of the unit package and grouping will be flat and smooth, there will be no reliefs or patterns, and there will be no windows that provide visibility of the product itself.
Unit packages and groupings will be made of paper or cardboard material in the shape of a rectangular prism.
There will be no text, writing, phrase, shape, line, symbol, picture, figure, pattern or sign other than those required, including the brand's logo, symbol or other signs, on the packaging and duct tape of the cigarette paper leaf, and on the cigarette leaf paper. Additionally, the cigarette paper will have a white matte finish.
Unit packages and groups cannot be produced from noisy and/or odorous materials, and cannot contain external cases, boxes or stickers.
The unit package will contain the general warning "Smoking tobacco kills - quit immediately", the group with the general warning "Smoking tobacco kills - quit immediately" and the informational message "Tobacco smoke contains more than 70 substances known to cause cancer". On the other hand, various information and warnings such as production date, coding information, "ALO 171 Smoking Cessation Counseling Line" and health warnings will be available.
APPLICATIONS ARE BY OCTOBER 30th
Applications to update the market conformity certificate to comply with the Communiqué will be made by October 30 at the latest. Market compliance certificates that have not been applied for or updated for an update permit will be deemed canceled as of February 20, 2027.
As of the publication date of the communiqué, product types that have permission to be placed on the market and that do not comply with the communiqué can be placed on the market until February 20, and will not be available on the market after August 20.
