A 46-year-old man surnamed Zheng was riding a motorcycle while drunk on Section 6 of Huanhe East Road in Xindian District, New Taipei City in the early morning of the 5th of this month. He noticed that police were conducting a drunk driving inspection in front of him. Due to a guilty conscience, he suddenly turned around and rushed into the motorcycle underpass under the Zhong'an Bridge in the opposite direction to escape. He accidentally hit the oncoming 30-year-old male motorcycle rider surnamed Wang in the underpass, causing two people to be injured and sent to hospital. The police arrived and tested and found that Zheng Nan's alcohol level was as high as 0.48 milligrams. In addition to arresting him on suspicion of public danger, he also issued 7 tickets for escape, reverse driving, drunk driving and other violations, suspended his license plate and seized the vehicle.
Police investigation revealed that four police officers, including Liu Yiren, director of the Anhe Police Station of the Xindian Branch, were on duty in front of Lane 4, Section 3, Anhe Road, Xindian District, from 6 to 8 a.m. on the 5th, on a special anti-drunk driving project. At around 7:03 a.m., Zheng Nan was riding a motorcycle at an intersection and saw police officers stationed at a distance to check him. He suspected that he knew he was drunk and was afraid of being arrested, so he made an emergency U-turn before the road checkpoint regardless of the danger. He even rode in the opposite direction into the motorcycle underpass under the Zhong'an Bridge in an attempt to escape. Unexpectedly, he just rushed into the underground tunnel and hit the knight surnamed Wang who was driving into the underground tunnel normally. The two cars collided violently and both people and the car fell to the ground.
After the road inspector witnessed the collision, he immediately ran into the underground tunnel to check and notify ambulance support. After receiving the report, the ambulance crew arrived at the scene to inspect. Wang Nan and Zheng Nan had multiple bruises on their bodies. Fortunately, both of them were conscious and their lives were not in danger. They were then sent by ambulance to Xindian Tzu Chi Hospital for bandaging and treatment. When the police approached Zheng Nan at the scene, they smelled a strong smell of alcohol. When they checked Zheng Nan, his face was red. After conducting a breath alcohol concentration test at the scene, the measured value was as high as 0.48 mg per liter. They declared to Zheng Nan on the spot that they had the right to handcuff and arrest him in accordance with the law.
The Xindian Branch pointed out that Zheng Nan drove while drunk and refused to be inspected with a guilty conscience. Not only did he violate the public danger crime of the criminal law, but the police also in accordance with the regulations on road traffic management and punishment, he issued seven traffic violation tickets in one go for failing to accept inspections according to instructions at road checkpoints, causing accidents while drunk driving, and driving in the opposite direction. The license was revoked in accordance with the law and the motorcycle was moved for safekeeping. After interrogation, the police transferred Zheng Nan to the Taipei District Prosecutor's Office for investigation.
